PositionSummary
The Operations Financial Analyst performs various complex fiscal, budgetary, administrative, and secretarial dutiesrequiringakeenawarenessofallstate anddistrictfinancialoversightrequirementsandservesasacriticalbridgebetweenIT, Operations, and Finance, providing data-driven insights to optimize district technology investments. Daily work involvesmanagingmultiplelocal,stateandcapitalbudgets,maintainingaccurateanduptodatebudget datausingLinq, requestingvendor quotes, generating contracts, requisitions, invoices, budgetary reports, informational data via hard-copy andcomputerized records and files, handling a large volume of routine inquiries from members of the IT, Operations andFinancedepartments,anddraftingavarietyofinformationaldocuments,spreadsheetsandcorrespondenceusingavariety ofwordprocessing,spreadsheet,andfilemaintenanceprograms.Additionally,responsibilitieswill includeadditionalgrant andfederalfunded filingtasksandcapitalfund fiscalmanagementtasks asdirectedbyadministration.
EssentialDuties
BudgetaryAnalysis&Reporting
- Forecast&TrendAnalysis: Developssophisticatedreportingandforecastingtools toanalyzeexpendituretrendsandprovide data-backedrecommendationstoIT/Operationsleadership.
- CategoricalFund Management: Reconcilesmonthly reportsformultiplebudgetcodestoensureFederal,State,andCapitalfundsareutilizedtototalcapacitywhilemaintainingaudit-readyrecords.
- FiscalReporting
- Summarizes complex fiscal information into charts, graphs, and comprehensive reports for annualapplicationsanddistrictaudits. Summarizesdatafrom variousbudgetcodes intocomprehensivereports withlimitedinstructionsasrequiredfor auditingpurposesofcategoricalfunds andcontinuedfunding.
- Workscloselywiththebudget/financedivisionteamtoensureaccuratefinancialreportinganddataspreadsheetsforallexpenditures,includingpreparingdocumentsforreview.
Procurement&Compliance
- Procurement Lifecycle: Manages the creation of quotes, contracts, requisitions, purchase orders, and invoicepayments ensuring all purchases have appropriate funding and meet equitable stewardship standards accordingto applicable laws, rules, procedures, and regulations of the State of North Carolina and the CHCCS Board ofEducation.Confirmsallitemsreceivedasorderedandpreparesdocumentationofincomingordersfordistributionto district offices and/or school sites. Submits signed approval documentation and invoices to appropriate IT /Operationsleadershipandaccountspayablestaffforprocessingpayment.
- BudgetTransfers: Assistsleadersbypreparingbudgettransferrequeststoensuresufficientfundsforexpendituresareintheappropriatebudgetline.SubmitsbudgettransferrequeststoFinance.
- Federalfunding/GrantsCoordination: Leadsspecificfederalandgrantfilingtasksandmanagescapitalfundfiscalrequirementsasdirectedbyadministration(i.e.E-rate,SafetyGrant)
- VendorRelations: Actsastheprimaryliaisonforvendorstoresolvebillingdiscrepanciesandtrack thestatusofhigh-volumetechnologyorders.
Administrative&FinancialOversight
- (IT)InventoryIntegration: Coordinateswith ITAdministrationtoensuretheprocurementofhardwareandsoftwareinventoryisreflectedinthecurrent assetmanagementsystem.
- ProcessImprovement: Proactivelyidentifiesanddrivesimprovementsinfinancialworkflows,includingthecreationofstandardizedreportingtemplates.
- (IT) Budget Oversight: Establishes and maintains financial databases (LINQ), spreadsheets, and daily/monthlybalances for all categorical fund expenditures, staff development/travel reimbursements, and description of itemsordered for departmental planning, management purposes, and district, state or federal requirements.Maintainsrecordsofnumerousfinancialtransactionsthroughoutthefiscalyear.
Customer Service: Maintains positive customer relations. Acts as a point of contact for telephone calls and visitors; makes appointments; facilitates financial problem-solving; gives detailed information regarding department financialactivitiesandprograms.
MeetingAttendanceandParticipation: Attends all district bookkeeper meetings and any budget related IT/Capital staff meetings.
Education/ExperienceRequirements
- Bachelor'sDegreeinaccountingorbusinessadministrationwith2-3yearsofexperienceORanAssociate'sDegreeinaccountingorbusinesswithfiveormoreyearsoftrainingandexperience
- 1-3+yearsofbusinessfinanceorotherrelevantexperience
- Previousexperienceusingschooldistrictfinancialsoftware(i.e.LINQ)preferred.
- Advancedknowledgeandstrongfluencywithwordprocessingandspreadsheetformulasandfunctions;preferredexperienceworkingwithGoogledocuments
- Strongequitableanalyticalanddata-gatheringskills
- Self-starterwithexcellentinterpersonalcommunicationandproblem-solvingskills
