Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.

Position Overview

The Sr. Operations Manager will lead the Manufacturing Engineering, Process Engineering, and Product Test Engineering teams that support our electronic‑assembly, machining, composite, and printed‑wiring‑board (PWB) internal factories. This self‑driven leader will be accountable for delivering on cost, schedule, and quality commitments while driving continuous‑improvement initiatives, championing technology insertions, and overseeing manufacturing capital planning and execution. The role will also steward the growth and accelerated learning of the engineering workforce in step with the expected expansion of the Owego facility.

Key Responsibilities
  • Direct and coordinate all engineering activities that affect product producibility and quality, covering failure analysis, industrial and manufacturing engineering, equipment, process, product, reliability, supplier quality, LeanSixSigma, test, and tool development.
  • Lead continuous‑improvement programs across all engineering domains, identifying and implementing technology inserts that enhance productivity, reduce cost, and improve quality.
  • Develop and execute manufacturing capital plans, ensuring timely acquisition, installation, and qualification of new equipment and tooling.
  • Partner with plant leadership to align engineering resources with forecasted factory growth, creating development pathways that accelerate team learning and capability expansion.
  • Own the end‑to‑end delivery of engineering projects, tracking cost, schedule, and quality metrics and consistently meeting or exceeding targets.
  • Manage the full talent lifecycle for the engineering groups: recruit, select, onboard, train, assess performance, assign work, set salaries, and administer recognition or disciplinary actions as needed.
  • Serve as the primary liaison between engineering, production, quality, and supply‑chain functions to resolve technical issues and ensure seamless hand‑offs.
  • Foster a culture of data‑driven decision‑making and Lean principles, coaching engineers to apply structured problem‑solving techniques.
Basic Qualifications
  • Bachelor’s degree in Mechanical, Electrical, Materials Engineering or a related field; Master’s degree preferred.
  • Minimum 10years of progressive leadership experience in manufacturing engineering environments, preferably within aerospace or defense electronics.
  • Proven track record of delivering projects on cost, schedule, and quality targets, with measurable continuous‑improvement results.
  • Strong knowledge of electronic assembly, machining, composite fabrication, and PWB manufacturing processes.
  • Demonstrated ability to develop and mentor high‑performing teams in a fast‑growing facility.
  • Excellent communication, influencing, and stakeholder‑management skills, capable of interfacing with senior leadership and cross‑functional partners.
  • Expertise in LeanSixSigma methodologies, capital planning, and technology insertion strategies.
Desired Skills
  • Experience managing multi‑disciplinary engineering groups that support both production and test operations.
  • Familiarity with LockheedMartin’s manufacturing standards, quality systems, and the Rotary & Mission Systems product portfolio.
  • Certifications such as SixSigma Black Belt, PMP, or similar.
