Job summary

Uplift Community Action in Richmond, VA seeks an Operations Coordinator to design, build, and manage core operational and administrative systems, including HR administration, employee benefits, technology access, procurement, and CSBG compliance.

Qualifications

Job description

We're Uplift Community Action (Uplift/UCA)—a 60-year-old Community Action Agency based in Richmond, VA. We serve Richmond, Petersburg, Hopewell, Prince George, and Dinwiddie.

The Work

As Operations Coordinator, you'll design, build, and manage the core operational and administrative systems that keep Uplift running reliably — HR administration, employee benefits, technology and access, procurement and fixed-asset documentation, business insurance, and CSBG Organizational Standards compliance.

This is a build-and-run role. You won't just execute existing processes — you'll create the systems, documentation, and follow-through that make sure this work gets done accurately, on time, and with a clear record. You'll work closely with the Finance Director, the Facilities Lead, and program leadership to keep these systems reliable.

Your first projects—

  • HR, benefits, technology and access, procurement, and insurance systems are documented, operating, and reliable.
  • Build the calendar and workflow for Uplift's required regulatory and corporate filings with a clear start and completion date, conditions of satisfaction, and a notification and documentation process for each.
  • Build and launch Uplift's CSBG Organizational Standards tracking system that keeps every team's required documentation on track for on-time upload to CSBG Reporter.
  • Take ownership of employee benefits administration, including this fall's open enrollment, working closely with the Finance Director and our health and retirement plan brokers.
  • Build the operational system of record for procurement and fixed-asset documentation, so every purchase and asset has a clear, audit-ready trail.

Success in the first 90 days means these systems are documented, operating, and reliable, surfacing problems early enough to fix before they become missed deadlines.

Key Responsibilities:

The ongoing work includes:

HR Administration & Workflow Design
  • Design, build, and maintain onboarding, offboarding, personnel-file, and payroll-notice workflows.
  • Manage user-account, permission, shared-drive, phone, and CRM access administration.
  • Build and maintain documentation for HR processes so they remain clear, repeatable, and current.
Employee Benefits Administration
  • Own employee benefits administration, including open enrollment, broker and carrier coordination, elections, and changes, throughout the year.
  • Manage broker and carrier contracts and renewals.
  • Ensure employee benefit elections are recorded accurately and communicated to the Finance Director promptly for payroll and deduction processing.
Technology & Access Administration
  • Coordinate routine issues and requests with contracted IT.
  • Manage user access, permissions, and account provisioning and deprovisioning in coordination with IT.
  • Maintain accurate records of technology assets and access.
Procurement & Fixed Asset Documentation
  • Build and maintain the operational system of record for procurement and fixed-asset transactions, including drafting, submitting, and recording required documentation.
  • Ensure formal and OEO-threshold procurement steps are documented and traceable; the Executive Director and Finance Director determine when a purchase triggers this process.
  • Maintain fixed-asset records, from acquisition through disposal, for non-vehicle assets; coordinate with the Facilities Lead and Finance Director on vehicle-related transactions.
Business Insurance
  • Own business insurance administration across all lines, including vehicle insurance.
  • Maintain accurate insurance records and coordinate policy changes, claims, and renewals.
CSBG Organizational Standards Tracking
  • Build and maintain the system that tracks CSBG Organizational Standards documentation requirements across the organization.
  • Coordinate with the leadership team to ensure each area's required documentation is completed and uploaded on time.
Regulatory Compliance & Vendor Administration
  • Maintain the calendar and workflow for Uplift's required regulatory and corporate filings, including the annual SCC report, VDACS Form 102, SAM.gov registration, and other filings required to maintain Virginia non‑stock corporate status and federal funding eligibility (the Form 990 is excluded and owned by Finance).
  • Maintain the broader organizational compliance calendar and related documentation.
  • Manage vendor relationships and records not related to facilities or vehicles.
Office Administration
  • Supervise the receptionist(s), who report to this role.
  • Own day-to-day office supply procurement, with the receptionist executing routine ordering.

Your Experience
  • High school diploma or equivalent.
  • Demonstrated experience managing HR administration, employee benefits, procurement, or comparable compliance-driven operational work, or equivalent experience managing complex operations.
  • Credentials and/or experience in human resources, benefits administration, or business operations preferred.
  • Valid Virginia driver's license and acceptable driving record.

$70,000 – $80,000 / year
