Position Number: 097731T
Hiring Unit: College of Education, Center on Disability Studies
Other Conditions: Extramural funds. Appointment to begin October 2026 or soon thereafter. Renewal contingent upon satisfactory performance, project needs, and availability of funds.
Duties and Responsibilities
- *Supervises and supports student assistants, casual hires, and other support staff by coordinating assignments, monitoring timelines, facilitating communication, and ensuring accountability and alignment with project goals.
- *Participates in the formulation of program operational plans, including writing of internal program controls.
- *Plans, develops, implements, and coordinates outreach and marketing strategies with community and school partners to recruit program participants and enhance program outcomes.
- *Provides administrative, fiscal, and program management analysis support to project faculty, staff, and personnel.
- *Reviews, authorizes, and processes procurement and fiscal transactions, including equipment, supplies, vendor bids, purchase orders, payments, travel, contracts, stipends, and related activities in compliance with agency and University rules and regulations.
- *Maintains project budget and expenditure records; prepares financial spreadsheets, reconciliations, invoices, and reports in coordination with ORS, RCUH, and fiscal staff; and ensures fiscal documentation complies with funding agency, federal project, state contract, and University requirements.
- *Coordinates meetings, conferences, workshops, trainings, project events, and facility use, including agendas, registration, materials preparation, and stakeholder coordination.
- *Supports project events at school and/or project sites, including neighbor island sites, by assisting with setup and cleanup, and working occasional evenings or weekends as needed.
- *Keeps abreast of current University policies, procedures, regulations, directives, and State and Federal statutory requirements, including Hawaii Revised Statutes, Hawaii Administrative Rules, Federal Acquisition Regulations, federal project requirements, and state contract requirements.
- *Prepares and edits reports, agendas, letters, and complex documents, such as quarterly reports that require specific formatting; gathers, interprets, and analyzes terminology and research for project requirements.
- *Assists in the preparation of grant applications by formulating budgets, proofreading budget narratives, and working with the CDS Fiscal Authority or designee to ensure MyGrant submission is timely and accurate.
- *Establishes and maintains databases, records, and files for associated programs and projects.
- *Performs other duties as assigned.

Minimum Qualifications
- Possession of a baccalaureate degree in business administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for business administration/management, fiscal administration, program operations, grants/contracts administration, and/or administrative work; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in the area of business administration, fiscal administration, program operations, and/or grants/contracts administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with business administration, fiscal administration, program operations, and/or grants/contracts administration.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer, apply word processing software, spreadsheet, database, virtual meeting, and other commonly used administrative software.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Experience with higher education financial, procurement, or administrative systems, such as Kuali, and knowledge of fiscal, reporting, and compliance requirements for federally funded projects and state contracts.
- Ability to travel independently to various geographical locations in a timely manner. Requirement may be fulfilled by a valid Hawai'i Driver's license (Class 3), comparable driver's license, or other means of transportation that meets position needs.
- Ability to manage multiple priorities, organize workload, meet deadlines, and perform effectively in a high-paced environment.
- Ability to exercise tact, diplomacy, initiative, confidentiality, and sound judgment when working with project personnel, school/community partners, and sensitive information.
Desirable Qualifications
- Possession of a master's degree in Business Administration or related field.
- Experience working with persons with disabilities.
- Experience working in an academic, research, or higher education institution supporting federal projects, state contracts, grant-funded programs, or university-based project operations.
- Experience with RCUH electronic financial systems, UH administrative systems, MyGrant, travel, procurement, contracts, stipends, direct payments, personnel processing, or related University administrative processes.
- Proficient in the use of Microsoft Office software (e.g., Word, Excel, Power Point), virtual meeting software (e.g., Zoom Microsoft Teams, Google Meet), and eSignature software (e.g., Adobe, DocuSign)
