Job summary

GEM Technologies, Inc. is seeking a Subcontractor Site Representative to join our team supporting the Naval Nuclear Laboratory at Knolls Atomic Power Laboratory in Niskayuna, NY.

This full-time role is onsite and requires US citizenship and ability to obtain a government clearance. You will manage subcontract activities, ensure safety and quality, and coordinate closely with project teams and subcontractors.

Qualifications

• High School Diploma and 1+ years of relevant experience.
• US citizenship required due to federal nature.
• Ability to obtain and maintain government clearance before start.
• Self-directed with minimal supervision.
• Knowledge of OSHA regulations and safety documentation.
• Strong leadership, interpersonal, and communication skills.
• Ability to read and interpret technical documents, specs, and drawings.
• Field construction experience and contractor oversight.

Responsibilities

• Manage construction, maintenance, and site services subcontracts from planning through closeout.
• Administer subcontract activities per Construction Management policies, procedures, and contract requirements.
• Serve as primary contact between internal project teams and subcontractor PMs during execution.
• Develop and maintain relationships with subcontractor project teams to support performance.
• Oversee subcontractor performance, schedule, quality, safety and compliance with contract requirements.
• Ensure subcontractor activities comply with OSHA and site safety requirements.
• Monitor performance to identify issues or risks affecting cost, schedule, or safety.
• Provide direction to subcontractors to minimize miscommunication and rework.
• Maintain clear communication between internal stakeholders and subcontractors.
• Verify adherence to scope, requirements, procedures and project expectations.
• Assist in resolving performance issues before they impact project cost or schedule.
• Support subcontract administration to reduce project risk.
• Perform duties as a qualified Subcontractor Work Administrator per NNL requirements.
• Review and approve Material Disposition Lists for waste from projects.
• Perform Waste Chemical Representative responsibilities per NNL requirements.
• Coordinate with project management, CM, subcontractors, and site personnel for safe execution.
