Job summary

Luster is seeking a Utility Coordinator to support a large heavy-civil rail program in the San Francisco Bay Area. You will identify utility conflicts, coordinate with public and private owners, and drive clearance decisions to keep the program on schedule.

Minimum qualifications include a civil engineering/related degree and 6+ years of utility coordination experience, with strong knowledge of utility systems and plan review tools. This is a long-term, full-time, on-site role in CA.

Qualifications

• Bachelor’s degree or equivalent combo of education and experience.
• 6+ years in utility coordination on transportation infra projects.
• Knowledge of utility systems, ROW, and environmental rules.
• Ability to read plans and locate conflicts for resolution.
• Experience with ArcGIS, AutoCAD Civil 3D, and plan reviews.
• Proficient in Primavera P6, MS Project, Unifier, Kahua, and MS Office.

Responsibilities

• Identify utilities and coordinate new installations to avoid conflicts.
• Negotiate agreements, cost responsibility, and reimbursements with owners.
• Maintain conflict matrix and track relocation schedules to deadlines.
• Prepare utility permit applications and ensure regulatory conformance.
• Review designs and support field relocations and investigations.
• Coordinate subsurface utility engineering in dense urban corridors.
• Maintain records for payments, audits, and claims.

Education

Bachelor’s degree in civil engineering, construction management, or related field

Master’s degree in civil engineering or construction management
