Job summary

Lusternational is seeking a Utilities Coordinator for a large, complex rail infrastructure program in the greater San Francisco Bay Area, CA. You will identify utility conflicts, coordinate with public and private owners, and keep clearance aligned with the project schedule.

The role requires strong communication, multi-tasking, and collaboration with legal counsel and project leadership to resolve conflicts and maintain compliance with environmental and right-of-way standards.

Qualifications

  • Bachelor’s degree in civil engineering, construction management, or related field, or equivalent combination of education and experience.
  • 6+ years of utility coordination experience on transportation infrastructure projects.
  • Knowledge of utility systems and right of way requirements.
  • Ability to read plans and identify conflicts.
  • Proficiency with utility mapping and plan review tools.
  • Proficiency with project/construction management software.
  • Proficiency with Microsoft Office Suite.

About the Position

We’re seeking a Utilities Coordinator to support a large, complex, heavy-civil rail infrastructure program. This role will be responsible for identifying utility conflicts within the project corridor and coordinating with public and private utility owners to resolve them before they affect design or construction, keeping utility clearance aligned with the program’s overall schedule.

This is a long-term, full-time, onsite position located in the greater San Francisco Bay Area, CA.

Responsibilities

may include, but is not limited to, the following:

  • Identify existing utilities and coordinate new installations, developing strategies to resolve conflicts before they affect design or construction.
  • Coordinate with public and private utility owners to confirm ownership, records, and relocation requirements, and negotiate utility agreements, cost responsibility, and reimbursement terms with project leadership and legal counsel.
  • Maintain the utility conflict matrix, driving each conflict to a documented clearance decision, and track relocation schedules against committed dates, escalating slippage before it reaches the critical path.
  • Prepare utility permit applications and confirm that utility coordination and design conform to accommodation policies, right of way requirements, and environmental regulations.
  • Review design plans, construction documents, and record drawings to identify conflicts and route them for resolution, and support construction teams during field investigations and relocations.
  • Coordinate subsurface utility engineering work and utility activities in dense urban corridors, including closure and outage windows.
  • Maintain detailed coordination records, correspondence, and approvals to support payment, audit, and claim review.

Minimum Qualifications
  • Bachelor’s degree in civil engineering, construction management, or related field, or equivalent combination of education and experience.
  • 6+ years of experience in utility coordination, preferably on transportation infrastructure projects, including coordinating with public and private utility owners to resolve conflicts and tracking them through documented clearance.
  • Knowledge of utility systems (water, sewer, gas, electric, and telecommunications), utility accommodation policies, right of way requirements, easements, property rights, and environmental regulations as they apply to utility coordination and design.
  • Ability to read and interpret plans, profiles, construction documents, and utility record drawings well enough to identify conflicts and route them for resolution.
  • Proficiency with utility mapping and plan review tools (e.g., Esri ArcGIS, Autodesk AutoCAD Civil 3D, Bluebeam Revu).
  • Proficiency with industry standard project/construction management software (e.g., Primavera P6, MS Project, Unifier, Kahua).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).
Preferred Qualifications
  • Master’s degree in civil engineering or construction management.
  • Active professional certifications such as Certified Utility Coordination Professional (CUCP) and/or Project Management Professional (PMP).
  • 8+ years of experience in utility coordination on transportation infrastructure projects.
  • Experience with large (>$500M), complex, heavy-civil infrastructure projects that include highways, roads, bridges, transit (including rail and bus), and/or airport projects.
  • Experience coordinating utility relocations in a dense urban corridor with overlapping municipal, transit, and private utility ownership.
  • Experience negotiating utility agreements, betterment splits, and reimbursement schedules directly with investor-owned utilities and municipal utility departments.
  • Experience coordinating utility work on design-build, CM/GC, progressive design-build, or other alternative delivery programs exceeding $100M in construction value.
  • Familiarity with owner’s representative, program management, or construction management utility coordination practices.
  • Working knowledge of subsurface utility engineering quality levels under ASCE 38 and how to scope a subsurface utility engineering investigation.
  • Experience with industry standard utility conflict tracking and program management software (e.g., Kahua, Unifier, Primavera P6, etc.).
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details

Expected Salary: $115k-$165k/year ($55-$79/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
