Job summary

Saint Louis Housing Authority is seeking an Assistant Property Manager to support on-site operations for public housing developments. You will help with leasing, resident certification, maintenance coordination, and staff supervision under the Property Manager.

The role requires an Associate's Degree in a related field and three years of property management experience, plus a Public Housing Manager certificate or the ability to obtain one within a year.

Qualifications

• Associate's Degree in sociology, public administration, or a closely related field with three years of progressively responsible experience in property management, social services administration, or related field including one year in supervisory or lead capacity.
• Possession of a Public Housing Manager or Managing Maintenance Certificate or ability to become certified within one year; an equivalent certificate may be substituted.

Responsibilities

• Evaluate and perform housing program services and apply knowledge of federal housing laws, ordinances, rules, regulations, and SLHA policies.
• Assist with daily operations and management of federally subsidized housing developments, including leasing, rent collection, lease enforcement, and maintenance; ensure HUD compliance.
• Represent the agency with outside agencies, interpret program goals to the community, and help develop community resources to meet program goals.
• Pre-qualify applicants according to funding programs for affordable housing (LIHTC, Public Housing).
• Troubleshoot repair problems and determine repairs, staff, materials, and supplies required.
• Inspect staff and contract work to ensure standards are met.
• Collaborate with Facilities Manager on preventive maintenance and unit inspections; monitor progress.
• Explain and implement new or revised housing programs, priorities, policies, and procedures to staff and participants.
• Resolve complex tenant conflicts, questions, and complaints related to rents and program procedures.
• Develop relationships with tenant groups and community agencies to identify needs and improve housing services.
• Assist in developing SLHA policies, procedures, and program objectives.
• Conduct annual unit inspections and coordinate repairs; walk grounds and ensure property is clean and orderly.
• Serve as designee for Property Manager when appointed.
• Maintain current driver's license and insurability under Authority's insurance.
