Job summary

Washington State Liquor and Cannabis Board (WSLCB) in Olympia, WA seeks a Management Analyst 5 to serve as the OneWA Project Liaison. You will bridge finance operations and the statewide Workday implementation, mapping data, attending functional workshops, and ensuring system readiness for Go-Live.

The role requires extensive project management and collaboration with OFM, DES, and internal teams. This is a hybrid position with a strong focus on delivering timely, accurate financial processes.

Qualifications

  • Four (4) years of combined relevant professional experience and education in business administration, public administration, law, or a related field.
  • Five (5) years of demonstrated experience in two or more of the following areas: Conducting research; Analyzing policies, laws, rules, or regulations; Conducting business analysis and developing requirements; Leading business projects; Managing business operations; Business policy development.
  • Five years of relevant professional experience in: Public Sector Accounting; Project Management; Statewide Accounting Systems; Chart of Accounts; General Ledger Reconciliation.

Responsibilities

  • Leads agency-wide business readiness effort for One Washington (OneWA) across finance, procurement, asset management, and budget to ensure staff and processes are prepared for "Go-Live" implementation.
  • This role is highly tactical, responsible for performing the actual data mapping, attending all statewide functional workshops, and personally ensuring that the agency’s specific financial needs are functional in the new Workday system.
  • Manage the end-to-end project lifecycle, including tracking milestones, ensuring all deadlines are completed on time, and maintaining a RAID log (Risks, Assumptions, Issues, Dependencies).
  • Act as the primary point of contact between LCB and the OneWA program, translating highly complex statewide accounting tasks into actionable agency‑specific plans.
  • Lead meetings to identify current business processes vs. future state business process workflows, ensuring the agency adopts Workday "best practice" configurations rather than custom legacy workarounds.
  • Develop and execute an agency‑specific project plan aligned with OneWA statewide milestones.
  • Identify potential disruptions to mission-critical financial operations and develop mitigation strategies.
  • Oversee the mapping of the agency's current chart of accounts to the new Foundation Data Model (FDM) worktags, cost centers, funds, etc. Create a crosswalk for staff to utilize during testing and implementation.
  • Attend all meetings and functional workgroups hosted by OFM. Provide updates to agency personnel in their respective areas and complete any assignments.
  • Assign and manage Security Roles for the agency staff.
  • Manage the validation and scrubbing of legacy data to ensure a clean migration into the Workday production environment.
  • Lead the Agency Support Team (AST) and provide regular briefings to the Chief Financial Officer, the General Accounting Manager, and the Executive Leadership Team, when necessary.
  • Serves as the agency’s SME for the lifecycle management of state‑owned assets. Ensure accountability and maintain compliance with OFM, DES and the State Auditor’s Office regarding asset tracking and disposal.
  • Provides consultation to Division Asset Coordinators (DAC) and senior leadership.
  • Partner with ITS Division and Operational Support to acquire new assets and ensure they are recorded accurately in Workday.
  • Acquire vehicle titles and license plates on behalf of the agency and maintain legal documentation for fleet assets.
