Job summary

Worley seeks an experienced HR Manager - Craft Operations (On-Site) to lead People Operations on a major industrial construction project in Pasadena, TX. This on-site role combines strategic workforce planning with day-to-day operational execution and employee relations for large craft populations.

The successful candidate will partner with project leadership to mobilize, engage, and retain talent, while ensuring compliance and program delivery across the project lifecycle.

Qualifications

• 7+ years in Human Resources, People Operations, employee relations, or construction workforce support.
• 3+ years of leadership or supervisory experience.
• Strong knowledge of employment laws, workforce compliance, and records management.
• Proficient with HRIS, applicant tracking systems, and Microsoft Office.

Responsibilities

• Lead project-based People Team personnel and deliver workforce planning.
• Guide on workforce planning, employee relations, and People processes.
• Ensure consistent application of policies, standards, and practices.
• Conduct regular People Team meetings, performance reviews, and staffing assessments.
• Allocate resources to support project growth, mobilization, and demobilization.
• Foster collaboration across Construction, Talent Acquisition, Payroll, Benefits, and Employee Relations.
