Job summary

APSI Construction Management seeks a Construction Manager/Administrator to be on-site for the Electronic Health Record Modernization project at the Veterans Affairs Pittsburgh Healthcare System, Heinz location. You will support contract oversight, coordinating with the Contracting Officer and COR, manage project engineering, scheduling, design reviews, and cost control.

Three years project duration; anticipated start October/November 2026; salary range $80,000–$105,000 per year plus benefits.

Qualifications

• Three (3) years of construction field experience with CM tasks.
• Working knowledge of construction practices, QA, safety, time, cost, change, information management.

Responsibilities

• On-site CM-CA for the duration of the EHRM construction project, providing professional and technical consultative assistance for operations, renovation, and new construction programs.
• Assist the Contracting Officer and COR in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight.
• Familiar with site operations of General and Sub-contractors and managing a building construction operation.
• Monitor construction for Quality Assurance.
• Prepare, analyze, and identify incongruities and deficiencies in contractor work relative to construction documents; assist in evaluating acceptable work in place.
• Attend weekly or bi-weekly progress meetings and assist in payment requirements.
• Maintain thorough records of occurrences, contracts, and other construction matters to aid VA in conflict resolution.
• Monitor independent testing agencies for QA/QC testing and inspection services (soils, concrete, steel, etc.).
• Perform additional construction related services such as as-built markups, routine inspections, defect lists, change orders, submittal reviews, RFIs, daily logs, equipment coordination, closeout submittals.
