Job summary

Tetra Tech is seeking experienced Disaster Recovery/Grant Management/ Public Assistance Consultants to support FEMA and other programs across the United States. This on-call role provides technical grants management, program delivery, and compliance support for diverse applicants, with deployments that may be remote, onsite, or hybrid depending on project needs.

Qualifications

• Minimum of 2 years of FEMA Public Assistance experience supporting applicants or disaster recovery engagements.
• Knowledge of FEMA Public Assistance policy, eligibility, and the PAPPG.
• Experience with project formulation, project worksheets, and grant documentation reviews.
• Experience responding to RFIs and handling reimbursement requests.
• Experience using FEMA Grants Manager and/or FEMA Grants Portal.
• Strong analytical, organizational, and problem-solving skills.
• Strong written, verbal, facilitation, and customer service skills.
• Ability to manage multiple projects in a fast-changing environment.
• Proficiency with Microsoft Office, including Excel, Word, and PowerPoint.
• Ability and willingness to travel with limited notice; valid driver's license.

Responsibilities

• Serve as a trusted advisor to applicants throughout the FEMA Public Assistance lifecycle.
• Educate applicants on eligibility, funding opportunities, and grant administration responsibilities.
• Assist with Preliminary Damage Assessments, Recovery Scoping, and PW/Grants submissions.
• Support category A-G projects and cost-estimating processes.
• Review damages, costs, and documents to determine eligibility.
• Interpret FEMA policies and ensure compliance across programs.
• Identify and resolve documentation gaps and compliance risks.
• Track project status and maintain records in grant management systems.
• Provide updates to leadership and support capacity-building with partners.
