Job summary

Concept Plus is seeking an Okta ICAM Engineer to support client ICAM modernization initiatives. This role focuses on integrating and optimizing identity solutions within environments that utilize client credentials, federation services, and Zero Trust architecture aligned with federal standards, including NIST SP 800 63, OMB ICAM guidelines, and client identity directives.

Qualifications

• 5–8+ years in federal ICAM/IAM engineering.
• 3–5+ years with Okta Identity Cloud.
• PIV/CAC auth, PKI chains, and IdP federation experience.
• SAML, OIDC, OAuth, SCIM, and directory services knowledge.
• RBAC/ABAC policy and lifecycle management experience.
• Automation using PowerShell, Python, or Bash.

Responsibilities

• Design and maintain ICAM solutions with Okta in federal contexts.
• Integrate Okta with credential systems and government IdPs.
• Configure SAML, OIDC, OAuth across government apps and on-prem systems.
• Develop identity lifecycles aligned with access control policies.
• Implement Zero Trust pillars: strong authentication and least privilege.
• Build workflows with Okta Workflows, APIs, and scripting tools.
• Troubleshoot authentication flows, PKI chains, and SCIM provisioning.
• Ensure compliance with NIST 800-63 and FedRAMP controls.
• Collaborate with cybersecurity, cloud engineering, and system owners.
• Contribute to ICAM roadmaps and DoW identity posture improvements.
