Job summary

Texas Health and Human Services Commission (HHSC) is seeking an experienced OADRC Program Manager to lead senior-level program management for the Office of Aging and Disability Resource Centers (OADRC). This role directs program strategy, policy, and grants, ensuring compliance with state and federal requirements across 28 ADRCs and coordinating with leadership, partners, and stakeholders.

Qualifications

• Four years of full-time professional experience in the health and human services field.
• Three years of supervisory experience overseeing professional-level staff.
• Two years of experience in policy development and/or program management.
• Experience with the Older Americans Act or No Wrong Door programs preferred.

Responsibilities

• Program & Policy Development: Develops and evaluates ADRC rules, policies, and grants to ensure compliance and improved service delivery.
• Compliance, Consultation & Technical Assistance: Ensures statewide compliance; provides technical assistance to contractors and partners.
• Strategic Planning, Program Improvement & Special Projects: Leads strategic planning and high-visibility initiatives with measurable outcomes.
• Stakeholder Engagement, Legislative & Executive Support: Represents OADRC in meetings and provides briefings and analyses to leadership and stakeholders.
• Other Duties: Performs related managerial and programmatic tasks to support agency priorities.
