Job summary

Washington State Department of Transportation (WSDOT) in Seattle, WA, seeks a Transportation Technical Engineer to oversee regional consultant agreements and ensure they meet RCW/WAC/FWHA CFR and related rules. You will negotiate, draft, and manage contracts, task orders, amendments, and payments to keep projects on time and within budget.

Qualifications

• Contracting regulations and guidelines (RCWs, WACs, CFRs) and contracting methods.
• Experience reviewing engineering contract pricing and cost proposals.
• Experience applying negotiation skills with internal and external entities.
• Strong written and verbal communication; ability to build collaborative relationships.
• Strong analytical and organizational skills with attention to detail.
• Experience leading and supervising teams and training staff.
• Ability to use office equipment and Microsoft Office tools.

Responsibilities

• Obtain, prepare, oversee and manage consultant services agreements for the Northwest Region.
• Support policy, guidelines and agreement management procedures development.
• Ensure compliance with departmental policies, state and federal laws and regulations.
• Assemble agreements and amendments; process invoices and track payments.
• Negotiate and add supplements to agreements or tasks as needed.
• Create memos to select consultants and approvals for various types of work.
• Facilitate negotiations for all types of agreements and supplements.
• Resolve disputes and claims regarding contractual matters, payments, and audits.
• Collaborate with project offices to manage payments for regional agreements.
• Train and mentor staff on procurement and management of consultant agreements.
