Rainmaker’s State Business Development team in Nevada builds relationships with state agencies, water districts, and legislative staff to grow funded programs. You will pursue appropriations, grants, and contracts, shaping policy frameworks and public/private partnerships to accelerate delivery.

The role blends business development with legislative insight, procurement fluency, and stakeholder engagement, traveling to engage lawmakers and partners.

Qualifications

• 5+ years of experience in business development, government relations, capture management, or public policy involving Nevada state government.
• Proven track record of winning state funding, contracts, or appropriations.
• Strong understanding of state budget cycles, grant programs, and procurement processes.
• Ability to build trusted relationships with elected officials, agency staff, and external partners.
• Willingness to travel approx. 50%+ for sessions, engagements, and site visits.

Responsibilities

• Drive New Business: Own a revenue target tied to state‑funded programs in Nevada and manage a pipeline.
• Identify funding pathways and convert them into qualified opportunities across budgets and procurement vehicles.
• Develop multi‑year capture plans spanning fiscal years and legislative sessions.
• Cultivate relationships with legislators, agency leaders, and water districts to influence funding.
• Engage in legislative and budget activities including testimony, briefings, and presentations.
• Advocate for policies expanding Rainmaker’s market in water infrastructure and related areas.
• Identify and coordinate public/private partnerships pairing state programs with private partners.
• Collaborate with leadership, legal, and communications to scope programs and ensure compliance.
• Organize events and demonstrations for lawmakers and prospective customers to showcase Rainmaker’s impact.
• Monitor market and report pipeline status and strategic recommendations to leadership.
