NYC Department of Health and Mental Hygiene is seeking a knowledgeable Computer Systems Manager to join our Innovative Technology team. The role centers on enterprise-level application development using .NET, Java technologies, and SSIS, guiding system architecture and scalable solutions for DOHMH projects.

Candidates should have advanced IT leadership experience, strong architecture and development skills, and the ability to oversee end-to-end software lifecycle within a public health context.

Qualifications

• Master's degree in computer science with 3+ years in IT including applications/systems development, networking, or database administration.
• Bachelor's degree with 4+ years of relevant IT experience.
• High school diploma with 6+ years of relevant IT experience including admin/ supervisory duties.
• An approved combination of education and experience may meet the above requirements, with a minimum of 4 years’ related IT experience and 3+ years of admin/ supervisory experience.

Responsibilities

• Demonstrate proficiency in applications development with hands-on coding across languages and technologies.
• Apply web development concepts using JSP, Struts, Spring, and Web Services to build robust applications.
• Provide architectural vision, conduct research, and address enterprise-level challenges.
• Review system specifications and modify applications to meet changing business needs.
