Quantum Technologies. LLC in Pennsylvania seeks a contractor IT professional with strong .NET and database skills to support government IT environments.

You will design, implement, and maintain MVC applications, ASP.NET Core services, and Power Apps/Power Automate solutions, aligning with enterprise architecture. Responsibilities include testing, training users, migrating code, and collaborating with IT and Administration to optimize SQL databases and reporting.

• This includes presenting ideas for system improvement and upgrades, testing the product in controlled simulations prior to go-live, preparing training manuals for users, and maintenance of the system.
• Proficiency in creating, deploying, and migrating Power Apps and Power Automate solutions across environments.
• Manage version control with Git (Azure Repos), Agile planning (Azure Boards), and code reviews.

Work Authorization:

• 10+ years’ Experience writing and debugging SQL queries using tools such as SQL Developer
• 7+ years’ Experience in C#, ASP.NET Core, MVC, .NET (VB) coding and classic ASP.NET Database - Oracle v 12, 19c, MS-SQL Server 2012, 2016,2019
• Knowledge and experience with Microsoft 360 (Access, Word, Excel & PowerPoint)
• 5+ Years working in previous versions of Power Apps, Power Automate
• Client-facing experience in a consulting environment among mid-level to senior leadership
• 4+ years’ Experience with Government IT environment
• Effective analytical, conceptual, and problem-solving skills
• Ability to manage multiple parallel assignments and meet specified milestones
• Advanced knowledge of networking concepts, object-oriented technology, data warehousing, and relational database engines
• Minimum Degree Required: Bachelor's degree from an accredited college or university

Responsibility:

• This includes presenting ideas for system improvement and upgrades, testing the product in controlled simulations prior to go-live, preparing training manuals for users, and maintenance of the system. The awarded contractor will be required to provide services during state activated emergencies to ensure the system is fully operational. The Accountability System is currently housed and is operating on MVC App and MS Power Apps. The selected candidate should have extensive knowledge of C#, ASP.NET Core, MVC with solid knowledge on SQL The awarded contractor shall provide proof of three (7+) years’ experience in C#, ASP.NET Core, MVC.
• The awarded contractor shall be responsible for proficient in create, deploy and migrate Power Apps and Power Automate solutions across environments.
• The awarded contractor shall be proficient in version Azure Repos control using Git, including branching strategies (like GitFlow), pull requests, and code reviews and Azure Boards: Using Agile tools for project management, backlogs, and sprint planning
• The awarded contractor shall provide comparable classification, shall assist in the department in troubleshooting, supporting, and advancing the departments .Net Applications (AIM) and SQL databases.
• The awarded contractor shall review for efficiencies, interface options, workflow, meta-data, application permissions and overall review of agency databases.
• The awarded contractor shall be proficient in writing complex SQL queries, Stored Procedures, Triggers, Views, Cursors, Joins.
• The awarded contractor shall have strong DBA/Development Skills writing T-SQL Scripts.
• The awarded contractor shall be responsible for data modeling, creating databases and technologies. Ensure architecture and design of the solution is in alignment with overall enterprise architecture
• The awarded contractor shall provide technical expertise in the diagnosis and resolution of an issue, including the determination and provision of workaround solutions. Ensures delivered solutions meets technical and functional/non-functional performance requirements within the agency.
• The awarded contractor shall collaborate with the departments Information Technology Office and Office of Administration Deputy to compile, suggest, and present obtainable solutions to enhance the agencies database and reporting needs.
• The awarded contractor shall recommend and/or develop a catalog active databases, structure, and owners to include system documentation and procedures.
• Travel to the agency may be required. The awarded contractor may be required to travel to the agency headquarters located at Fort Indiantown Gap, Annville to attend training and meetings.
