Job description

DMVA is in need of an App Developer. Position is full‑time and requires a 50‑50 hybrid schedule that reports to Fort Indiantown Gap in Annville, PA. Local candidates only. Candidates with an active federal Secret clearance will be prioritized.

Responsibilities

• Provide on‑site information technology programming services to support the Accountability System utilized for payroll processing, tracking and mission support.
• Review the current system, make system changes to improve performance, repair programming issues, and provide ongoing support.
• Work closely with JEOC staff to make enhancements and develop new functionality, present ideas for system improvement and upgrades, test the product in controlled simulations before go‑live, prepare training manuals, and maintain the system.
• Provide services during state activated emergencies to ensure the system is fully operational.
• Proficient in creating, deploying and migrating Power Apps and Power Automate solutions across environments.
• Use Azure Repos, Git, Azure Boards for version control and Agile project management.
• Assist in troubleshooting, supporting, and advancing .Net Applications (AIM) and SQL databases.
• Review agency databases for efficiencies, interface options, workflow, metadata, permissions, and overall design.
• Proficient in SQL, SSIS, SSRS, and SQL administrative functions. Write complex SQL queries, stored procedures, triggers, views, cursors, and joins.
• Perform data modeling, database architecture, and ensure alignment with enterprise architecture.
• Diagnose and resolve technical issues, provide workaround solutions, and ensure solutions meet technical and functional/non‑functional performance requirements.
• Collaborate with IT Office and Office of Administration Deputy to enhance database and reporting needs.
• Recommend and develop active database catalogs, structure, owners, documentation, and procedures.
• Travel to Fort Indiantown Gap, Annville may be required.

Minimum Requirements

1. 7+ years experience writing and debugging SQL queries using tools such as SQL Developer.
2. SQL Server, SQL Server 2018 Studio, Microsoft Management Studio, Integration Services, Performance Tools (Database Engine Tuning Advisor & SQL Profiler).
3. 7+ years experience in C#, ASP.NET Core, MVC, .NET (VB) coding and classic ASP.NET Database – Oracle v12, 19c, MS‑SQL Server 2012, 2016, 2019.
4. Knowledge and experience with Microsoft 360 (Access, Word, Excel & PowerPoint).
5. 5+ years working in previous versions of Power Apps, Power Automate.
6. 4+ years Azure DevOps Core skills such as Azure Repos, Azure Boards.
7. Client‑facing experience in a consulting environment among mid‑level to senior leadership.
8. 4+ years experience with Government IT environment.
9. Effective analytical, conceptual, and problem‑solving skills.
10. Ability to manage multiple parallel assignments and meet specified milestones.
11. Advanced knowledge of networking concepts, object‑oriented technology, data warehousing, and relational database engines.
12. Minimum degree required: Bachelor's degree from an accredited college or university.
