Job summary

City of Garland seeks a seasoned Project Manager to oversee a portfolio of neighborhood improvement and capital projects, ensuring timely, safe, and high-quality delivery aligned with department goals.

The role collaborates with the Neighborhood Vitality Director, engineers, designers, and contractors, coordinating budgets, schedules, and procurement while maintaining auditable records and clear stakeholder communications.

Qualifications

• Four-year college degree and three years related experience.
• Equivalent combination of education and experience acceptable.
• Experience managing multiple construction/capital improvement projects.
• Experience with municipal procurement and inter-departmental project delivery.

Responsibilities

• Manage a portfolio of concurrent neighborhood improvement projects from design handoff through procurement, fabrication or construction, installation, acceptance, and closeout.
• Convert approved concepts into scopes, delivery plans, budgets, schedules, technical requirements, maintenance expectations, and success criteria.
• Develop and maintain detailed project schedules and an integrated multi-year portfolio schedule.
• Apply sequencing, dependency, lead-time, and critical path analysis to identify constraints and forecast completion dates.
• Establish and monitor project budgets, cost forecasts, expenditures, contingencies, and proposed changes; identify variances and recommend actions.
• Coordinate the City's procurement and contracting processes with Purchasing, Legal, Finance, and other departments.
