Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Nuclear Command, Control, and Communications (NC3) Program Analyst to provide onsite support at SPA HQ in Alexandria, VA, with travel to Barksdale AFB and USSTRATCOM Offutt AFB as needed.

The role requires deep mission understanding and operational experience across NC3 programs. You will develop lifecycle studies, lead modeling and simulation efforts, and prepare senior leaders for engagements through briefing books and concise memos.

Qualifications

• Active TS/SCI clearance.
• Master's degree in operations research, systems management, business/public administration, or a related field.
• 10+ years experience with national and nuclear command and control (C2) missions and NC3 capabilities and operations.
• Experience with capability portfolio management.
• Ability to synthesize information into papers, briefings, and presentations for senior DoD leaders.
• Experience writing for and presenting to senior DoD decision makers; demonstrated organizational, analytical, and writing skills.

Responsibilities

• Develop studies and analyses for emerging NC3 programs including SAOC and NAOC integration; liaison with sponsors and DoD NC3 leadership.
• Ensure timely execution of tasks and quality of technical products using best engineering practices; understand NC3 capabilities and limitations.
• Lead modeling and simulation efforts for NC3 systems to enable NAOC missions and SAOC integration.
• Prepare briefing books, read-ahead memos, and concise communications for senior leaders to support risk analysis and capability investment decisions.
