Job summary

ORBIS Inc. seeks a Program/Financial Analyst to work on site at the Washington Navy Yard, Washington, DC, supporting the NAVSEA RADIAC Program Office. You will provide program management support to the Director and staff, applying DoD PPBES budgeting principles and preparing execution documents.

The role requires a minimum of 5 years in government financial analysis, U.S. citizenship, and a Secret clearance.

Qualifications

• Minimum of 5 years experience as a financial analyst supporting a government agency.
• Experience with Navy ERP systems, POMs, and Navy appropriations (OPN, SCN, O&M) is desired.
• BS in Business Administration or related field; degree may be waived with experience.
• U.S. citizen with a secret security clearance.
• Excellent communication and customer service skills; professional demeanor.

Responsibilities

• Applies finance and budget laws, regulations and methodologies in PPBES for Navy programs.
• Prepares execution documents as the primary budget execution point of contact.
• Coordinates funding with field activities to ensure timely obligations and avoid expirations.
• Makes budget adjustments to keep programs within controls and prioritize requirements.
• Prepares supplemental budget documentation and management papers for acquisitions and infrastructure.
• Monitors financial performance, analyzes obligations and expenditures, and suggests improvements.
• Tracks execution and prepares impact statements for senior management when variances occur.
• Reviews budgets, provides financial oversight, and recoups unliquidated obligations after funds expiration.
