Job summary

Kearney & Company seeks a Navy General Fund / Working Capital Fund Budget Senior Consultant to join a cross-functional team delivering an enterprise OneStream-based budget formulation capability for Navy BSOs. You will analyze requirements, shape rules, and support data structures, validation, and UAT as part of a DoD-wide modernization effort.

The role requires 9+ years in federal budgeting, PPBE experience, and an active Secret clearance.

Qualifications

• Bachelor's degree required in accounting/finance/business/economics or related field.
• Minimum 9 years of federal/DoD budget or financial management experience.
• Demonstrated PPBE and budget formulation experience.
• Experience with DoD General Fund and/or Working Capital Fund operations.
• Strong analytical and communication skills.
• Active Secret (or higher) clearance; U.S. citizenship required.

Responsibilities

• Analyze GF and WCF budget formulation requirements and business rules.
• Support requirements discovery across Navy BSOs.
• Identify differences and commonalities in fund structures, formulation processes, exhibits, controls, and reporting.
• Develop future-state business rules and functional requirements.
• Support design of data structures, validations, workflows, and reporting.
• Validate configured capabilities against Navy budget requirements.
• Support UAT, reconciliation, and deployment readiness.
• Advise technical teams on financial-management implications of configuration decisions.

Kearney & Company is currently seeking a Navy General Fund / Working Capital Fund Budget Senior Consultant to join our team supporting a major Department of the Navy financial management transformation. The ideal candidate will work within a cross-functional Kearney-led team implementing an enterprise OneStream-based budget formulation capability across multiple Navy Budget Submitting Offices.

Job Duties Include but Are Not Limited To:

• Analyze GF and WCF budget formulation requirements and business rules
• Support requirements discovery across Navy BSOs
• Identify differences and commonalities in fund structures, formulation processes, exhibits, controls, and reporting
• Develop future-state business rules and functional requirements
• Support design of data structures, validations, workflows, and reporting
• Validate configured capabilities against Navy budget requirements
• Support UAT, reconciliation, and deployment readiness
• Advise technical teams on financial-management implications of configuration decisions

Qualifications

Required Qualifications:

• Bachelor's degree in Accounting, Finance, Business, Economics, or related field
• Minimum 9 years of federal/DOW budget or financial management experience
• Demonstrated PPBE and budget formulation experience
• Experience with DOW General Fund and/or Working Capital Fund operations
• Strong analytical and communication skills
• Must have an active Secret Clearance (or higher, such as Secret, Top Secret or TS/SCI) to be considered for this role (requires U.S. citizenship)
• Ability to be onsite 2-3 days a week in Alexandria, VA and Washington, DC

Preferred Qualifications:

• Navy Working Capital Fund experience
• Navy ERP/PBIS familiarity
• Financial system modernization experience
• OneStream or EPM experience CDFM, CGFM, CPA, or comparable certification

The expected salary range for this position is between $103,000 and $180,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
