Job summary

Kearney & Company is seeking a PPBE Senior Consultant to join our team supporting DHS budget formulation and execution reforms. The role focuses on OneStream-based budgeting and related financial-management transformation for a DHS component.

The candidate will lead PPBE requirements, advise on CFO operations, and drive senior-level discussions with stakeholders, translating complex requirements into functional designs and acceptance criteria while ensuring alignment with client expectations.

Qualifications

• Minimum 15 years of DoD financial management, budget, PPBE, or related consulting experience.
• Demonstrated understanding of federal budget formulation and execution.
• Able to obtain and maintain a security clearance (U.S. citizenship).

Responsibilities

• Lead PPBE and budget formulation requirements across the implementation of OneStream.
• Advise on CFO operations, appropriations, exhibits, CJ volumes, formulation, review and downstream budget processes.
• Lead senior-level functional discussions with stakeholders.
• Translate financial-management requirements into business and system requirements via a traceability matrix.
• Review OneStream solution design for alignment to user expectations.
• Test OneStream prior to delivery to ensure it meets user expectations.
• Support UAT and training by delivering or developing documentation.

Kearney & Company is seeking a PPBE Senior Consultant to join our team supporting the continuing financial management transformation efforts at a DHS component. The ideal candidate will work within a cross-functional team continuing the design and implementation of a OneStream-based budget formulation and budget execution planning system. Job duties include but are not limited to:

• Lead PPBE and budget formulation requirements across the implementation of OneStream
• Advise the team on CFO operations, appropriations, exhibits, CJ volumes, formulation, review, approval, and downstream budget processes
• Lead senior-level functional discussions with stakeholders
• Translate financial management requirements into functional design and acceptance criteria via a requirements traceability matrix
• Review OneStream solution design for alignment to system owner/user expectations
• Test OneStream solution prior to delivery to the client to ensure system meets user expectations
• Support user acceptance testing (UAT) by administering the testing and/or assisting with development of testing documentation
• Support user training by delivering training (in-person) or virtually and/or assisting with development of training documentation

Qualifications

• Bachelor's degree in Accounting, Finance, Business, Economics, or related field
• Minimum 15 years of DoD financial management, budget, PPBE, or related consulting experience
• Demonstrated understanding of federal budget formulation and execution
• Ability to translate complex financial-management requirements into business and system requirements
• Strong executive communication and facilitation skills
• Able to obtain and maintain a security clearance (requires U.S. citizenship)
• Minimal travel as designated by the client

Preferred Qualifications

• DoW or DHS PPBE experience
• Financial management transformation experience
• CGFM, CDFM, or comparable credential

The expected salary range for this position is between $103,000 and $180,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
