Overview

JST is currently seeking an experienced Navy Acquisition Policy Expert to join our team. The Policy Subject Matter Expert (SME) will provide guidance to the government contracts and requirements staff and stay abreast of current Department of Navy and Department of Defense procurement regulations and guidance to transfer knowledge back to the Command.

This is a full-time, 100% telework position with occasional in-office requirements in Washington, D.C., for important meetings or computer refresh actions. Responsibilities

  • Stay updated on NDAA, GAO reports, testimonies, Court of Federal Claims rules, and changes affecting FAR, DFARS, NMCARS, and DOD, DON, SSP instructions, manuals, and directives.
  • Update guidance, communicate changes, and provide training to keep the workforce informed in a timely and agile manner.
  • Maintain policies and procedures in the Web-based Acquisition Toolbox on an Atlassian Confluence platform.
  • Develop and deliver acquisition training classes for the contracts workforce.
  • Review guidance and training materials to provide policy expertise and solutions for the acquisition community.
  • Manage end-user communications via shared inbox and virtual interactions.
  • Develop records management and retention processes, review local processes for compliance, identify gaps, and recommend policies.
  • Oversee a small team supporting the acquisition policy department.

Skills and Qualifications

  • Expertise in FAR, DFARS, and NMCARS.
  • Strong research, analysis, communication, and acquisition lifecycle skills.
  • Experience advising clients and correcting contracts personnel tactfully.
  • Proficiency in Navy contracting, Atlassian Confluence, SPS, PIEE, and SAM.
  • Strategic, critical thinking, and excellent communication skills.

Senior Qualifications

  • Master's degree in a related field.
  • Minimum 10 years' experience as a DD contract specialist (1102 series).
  • At least 5 years of procurement policy experience within the last 15 years.
  • DAWIA II, CFCM, or equivalent certification.
  • Subject matter expertise in DoD acquisition policies and procedures.
  • Experience with defense contractor industry practices.
  • Technical understanding of Federal/DoD acquisition regulations.

Clearance Requirements

  • Active Secret clearance required.
  • Ability to pass drug screening and background check.
