Job summary

SLSCO is seeking an experienced Quality Control Manager to support NAVFAC Design-Build and Design-Bid-Build projects in Guam. The QC Manager will serve as the independent authority for implementing the CQC Program, ensuring all work conforms to contract documents and NAVFAC quality standards.

The role requires a disciplined, detail-oriented professional with federal construction experience and the ability to operate independently within a NAVFAC Design-Build environment.

Qualifications

• Ten+ years as a Quality Control professional on construction projects worth $25M+.
• Bachelor’s degree in Engineering, Construction Management, or related field.
• Experience implementing USACE/NAVFAC Construction Quality Control (CQC) Programs.

Responsibilities

• Serve as the designated QC Manager under UFGS NAVFAC CQC requirements.
• Develop and maintain the Project Quality Control Plan (QCP).
• Ensure the CQC Program is implemented through all design and construction phases.
• Plan and document inspections for all definable features of work.
• Coordinate and document inspection meetings per NAVFAC procedures.
• Verify corrective actions and NCRs closures prior to acceptance.
• Review submittals for contract compliance.
• Interface with NAVFAC ROICC and Government QA personnel during inspections and audits.
• Prepare and submit Daily, Weekly, and Monthly QC Reports.
