Job summary

NAVFAC Headquarters in Washington, DC seeks a Management Analyst in the Total Force Manpower Department, Business Directorate, to oversee manpower data, billet restructuring, and policy guidance. The role supports alignment of military, civilian, and contractor end-strength with operational requirements.

You will develop and review manpower documents, evaluate manpower levels, and coordinate realignments to ensure readiness, efficiency, and mission success across Navy and Marine Corps programs.

Qualifications

• Experience managing manpower data and allocating resources.
• Ability to analyze and interpret manpower metrics for decision making.
• Experience implementing workforce policies and procedures.
• Familiarity with short- and long-term manpower planning processes.
• Knowledge of activity manpower documents and organizational structures.

Responsibilities

• Manage and maintain the personnel database to provide guidance, restructure billets and activity.
• Promulgate manpower policies and procedures to assist subordinate activities in the management of their manpower resources.
• Manage military manning issues for sub-claimancy providing billet information, and changes to community managers and manpower operations officers.
• Apply qualitative and quantitative methods to assess and improve complex management processes and systems.
• Create and review manpower documents to update billets and activity.
• Evaluate end-strength levels to align with operational mandates.
• Maintain and realign military and civilian personnel to billets in support of readiness.
