Job summary

Army Non-Appropriated Funds (NAF) is seeking a Chief of the Financial Management Branch within the NAF Support Management Division of the Directorate of Morale, Welfare, and Recreation. This role directs budget analysis and execution for both APF and NAF funds, oversees procurement and five-year planning, and serves as the primary financial adviser across installation directorates.

Qualifications

• A one-year probationary period may be required.

• Subject to a Tier 1 background investigation; incumbent must be bonded.
• Long periods of sitting with frequent standing, walking, pushing/pulling, and lifting up to 25 pounds.

Responsibilities

• Direct and oversee the preparation, analysis, justification, and execution of the Community Activities Command Budget Estimate operating budget.
• Oversee NAF annual operating budget, APF/NAF support budgets, and major construction budgets; manage NAF procurement functions.
• Serve as primary technical advisor on NAF fiscal management matters for division chiefs and other directorates.
• Develop and monitor quality control procedures; manage revenues, expenditures, inventory, labor, and net income analysis.
• Provide financial oversight for unit funds, travel cards, insurance, payroll MIPRs, and fund availability certifications.
• Evaluate financial statements and prepare recurring financial reports and presentations to the fund manager and installation commander.
