Qualifications

• Master's degree in Public Administration with emphasis in Local Government, Finance, or related field; foreign equivalence accepted.
• Three (3) years experience as a Management Analyst in local government (population >50,000) or comparable environment with multi-fund accounting.
• Ability to analyze financial data, develop forecasts, and communicate recommendations clearly in writing.
• Ability to present complex financial information in public settings.
• Experience preparing financial reports and dashboards using BI tools pulling data from enterprise financial systems.

Responsibilities

• Manage budgeting and financial planning for enterprise funds (water, wastewater, storm water).
• Supervise budget/finance analysts and coordinate the annual operating and capital budget process.
• Analyze budget proposals across General Fund, Special Revenue Funds, Internal Service Funds, and Enterprise Funds.
• Prepare cost analyses, revenue projections, and multi-year budget forecasts.
• Develop dashboards and reporting solutions using Power BI for monitoring and decision support.
• Ensure compliance with fiscal regulations and accounting standards.
