Job summary

Guidehouse is seeking a Monitoring and Evaluation (M&E) Analyst to provide M&E technical and advisory services to the Department of State. The analyst will strengthen evidence-based decision-making for security assistance programs, including FMF and IMET, and contribute to improving oversight, transparency, and impact across the Bureau’s portfolio.

Qualifications

  • Active and maintained SECRET clearance.
  • Bachelor’s degree required.
  • 5+ years of M&E experience with 3+ years in security assistance programs.
  • Strong analytical and writing skills; experience with multi-stakeholder sessions.

Responsibilities

  • Review FMF and IMET performance and outcomes for policy alignment and improvement opportunities.
  • Analyze qualitative and quantitative program data to distill trends, risks, and challenges.
  • Develop monitoring frameworks with indicators, data-collection strategies, and verification approaches.
  • Produce assessments, trip summaries, country analyses, and thematic reviews for leadership and stakeholders.
  • Collaborate with DoS and DoD to coordinate planning, monitoring, and evaluation activities.
  • Support field monitoring, data gathering, tool refinement, and finding preparation for audiences.
  • Contribute to evaluation design, data-collection instrument development, and participatory approaches.
  • Synthesize information from documents and datasets to develop evidence-based recommendations.
  • Advance team processes and SOPs to improve tracking of results and impact.
  • Engage in cross-functional discussions to strengthen the bureau’s M&E agenda.

Job Family:Operational Effectiveness ConsultingTravel Required:Up to 10%Clearance Required:Active SecretWhat You Will Do:Guidehouse is seeking a Monitoring and Evaluation (M&E) Analyst to provide M&E technical and advisory services to the Department of State. The M&E Analyst will help strengthen evidence‑based decision‑making for security assistance programs—particularly those funded through Foreign Military Financing (FMF) and International Military Education and Training (IMET). Your work will contribute to improving program oversight, transparency, and strategic impact across this Bureau’s portfolio.
