Description

CTDI is a large-scale Engineering, Repair, and Logistics company that services the country’s largest wireless telecommunications providers, as well as the largest High-speed Internet & Cable providers. CTDI has over 11,000 FT US Employees in over 60 world class US Operations. CTDI also has a global footprint with more than 20,000 employees worldwide.

The Technical Operations and Continuous Improvement Manager provides multi-site leadership for engineering sustainment, technology deployment, and operational improvement across CTDI’s Mobility facilities. This role owns the roadmap for maintaining and improving existing technical capabilities while leading the disciplined introduction of new equipment, systems, and processes into facility operations. The manager partners closely with branch managers, engineering, operations, IT, quality, and other cross-functional teams to translate business needs into practical, scalable solutions.

Success requires a leader who can operate credibly at the intersection of technology and operations: someone who understands how CTDI's technology supports production, can guide structured troubleshooting and problem resolution, and can convert opportunities into prioritized roadmaps with clear ownership, milestones, and measurable results. An engineering degree is not required; strong technical fluency, operational judgment, and execution discipline are essential.

Key Responsibilities
Technical Operations and Engineering Sustainment
  • Develop, maintain, and execute an engineering sustainment roadmap across multiple facilities, balancing reliability, capacity, risk, cost, and business priorities.
  • Establish governance for the health, supportability, maintenance, and lifecycle management of critical equipment, automation, test systems, software-enabled processes, and facility technologies.
  • Review recurring technical issues and downtime trends; ensure root causes are identified, corrective actions are sustained, and lessons learned are shared across sites.
  • Coordinate priorities and resources across branch operations, engineering, IT, quality, maintenance, vendors, and other support functions.
  • Define and monitor appropriate sustainment measures, including uptime, downtime, response time, repeat failures, maintenance completion, throughput impact, quality impact, and cost of support.
New Technology Deployment
  • Support the operational rollout of new technology into CTDI facilities from requirements definition and readiness planning through installation, validation, training, stabilization, and transition to ongoing support.
  • Develop repeatable deployment standards, including site-readiness assessments, resource plans, risk registers, acceptance criteria, support models, and post-launch reviews.
  • Track deployment schedules, dependencies, budgets, risks, adoption, and benefits; elevate issues early and drive timely resolution.
  • Ensure successful handoff from Mobility Flagship Engineering Team and project implementation teams to local operations and sustainment teams, with documented ownership and performance expectations.
Continuous Improvement
  • Partner with branch managers and local teams to identify, assess, and prioritize opportunities related to safety, quality, delivery, productivity, labor efficiency, cost, space utilization, and customer performance.
  • Create and manage a continuous improvement roadmap for the supported facilities, linking initiatives to business priorities and quantifiable operational outcomes.
  • Use structured problem-solving and continuous improvement methods to move opportunities from analysis to implementation and sustained control.
  • Define baselines, targets, leading indicators, and benefit-validation methods for each major initiative; report progress and realized impact to stakeholders.
  • Promote standardization and replication of successful improvements across facilities while accounting for site- and customer-specific requirements.
  • Build local capability by coaching managers and teams on problem solving, performance management, and sustaining improvements.
People and Multi- Site Leadership
  • Lead, coach, and develop 3-5 direct reports, which may include engineering managers and operations managers located across multiple facilities.
  • Set clear priorities, performance expectations, decision rights, and communication routines for a geographically dispersed team.
  • Conduct regular operating reviews, one-on-ones, site visits, and development discussions; remove barriers and hold owners accountable for commitments.
  • Build strong working relationships with Mobility Flagship Engineering and branch managers while maintaining enterprise-wide standards, transparency, and prioritization.
  • Develop team capability and succession depth in technical operations, project execution, troubleshooting, and continuous improvement.
Performance Measures
  • Engineering sustainment roadmap execution, milestone adherence, and reduction of operational risk.
  • Equipment and process uptime, reduction in recurring failures, and speed and quality of issue resolution.
  • On-time, on-budget technology deployments that achieve readiness, adoption, and performance targets.
  • Validated savings, productivity gains, quality improvement, throughput improvement, and other benefits from the CI roadmap.
  • Sustainment of implemented improvements and successful replication across facilities.
  • Engagement, development, accountability, and effectiveness of the multi-site team.
Required Qualifications
  • Bachelor's degree in engineering, operations, business, supply chain, information technology, or a related field, or equivalent relevant experience.
  • Progressive leadership experience in technical operations, engineering support, manufacturing, repair, distribution, logistics, or another complex operating environment.
  • Demonstrated experience leading managers or cross-functional teams across multiple sites or remote locations.
  • Strong technical aptitude and working knowledge of operational technology, equipment, systems, troubleshooting, and structured root-cause analysis.
  • Demonstrated ability to build and execute roadmaps, manage multiple priorities, and deliver projects through cross-functional teams.
  • Experience identifying improvement opportunities, establishing baselines and targets, and measuring operational and financial impact.
  • Strong communication, organization, influence, and stakeholder-management skills, including the ability to work effectively with frontline teams, technical specialists, branch leaders, and senior management.
  • Ability and willingness to travel on a fair-to-moderate basis based on facility, project, and business needs.
Preferred Qualifications
  • Experience within CTDI operations or demonstrated knowledge of CTDI technologies, systems, equipment, and troubleshooting practices.
  • Experience implementing automation, test systems, production technology, material-handling solutions, or software-enabled operational tools.
  • Working knowledge of Lean, Six Sigma, Kaizen, value-stream mapping, A3 problem solving, DMAIC, or similar continuous improvement methods; certification is a plus.
  • Experience developing business cases, managing capital or operating budgets, and validating project benefits.
  • Experience supporting customer-driven operations with demanding service-level, quality, and delivery requirements.
Leadership Competencies
  • Enterprise mindset — balances local facility needs with scalable, network-wide solutions.
  • Operational and technical judgment — connects system performance to safety, quality, delivery, cost, and customer outcomes.
  • Execution discipline — turns strategies and roadmaps into owned actions, milestones, and sustained results.
  • Structured problem solving — separates symptoms from root causes and uses data to guide decisions.
  • Influence and partnership — builds credibility with branch managers, engineers, operators, and senior leaders.
  • Remote leadership — creates clarity, engagement, accountability, and team connection across locations.
  • Change leadership — prepares teams for new technology and ensures adoption beyond initial launch.
Working Conditions
  • The role operates in office, warehouse, repair, production, and technical environments and may require time on facility floors. Travel between CTDI locations and occasional vendor or customer sites is expected. Travel frequency will vary based on deployment schedules, operational priorities, and business needs.
