Description
The Mobility Grants Compliance Officer administers project compliance activities for the Federal Transit Administration (FTA) Section 5310 Grant Program managed by the Utah Transit Authority (UTA). This position supports the Coordinated Mobility Department throughout the grant application, award, contracting, and administration processes for the Section 5310 program and other transportation assistance programs. The position monitors subrecipients and assesses project risk to ensure compliance with UTA and FTA requirements and to safeguard federal funds and assets. Responsibilities include: preparing and routing grant agreements, monitoring subrecipient compliance, providing compliance training and technical assistance, collecting and reviewing quarterly subrecipient reports, and compiling required departmental reports. The position works closely with UTA’s Accounting Department to process invoices and reimbursement requests and review the financial compliance of Section 5310 grant funds. The position also schedules and conducts required subrecipient site visits, documents findings, and establishes risk levels. In addition, the position oversees the delivery, management, reporting, inspection, compliance, and disposition of grant-funded vehicles and other assets. The Mobility Grants Compliance Officer maintains the Section 5310 program’s public-facing resources, including UTA website content, webinar training materials, and the YouTube training library, ensuring that all information remains accurate and current. The position uses ZoomGrants and other grant-management systems, the JDE accounting system, the FTA TrAMS portal, Microsoft 365 applications, Laserfiche, and DocuSign to perform daily responsibilities. The position establishes and maintains positive, collaborative relationships with human-service agencies, transportation providers, subrecipients, and local government stakeholders and participates in applicable UTA, FTA, compliance, and professional-development training. Performs other duties as assigned.
EDUCATION/TRAINING:
BA/BS Degree in Urban Planning, Social Sciences, business, public administration, communications, English or related field required.
EXPERIENCE:
At least one (1) year experience with grants management, funding applications and/or proposals, federal compliance or related business writing.

Pay Rate: $73,300.00 per year or more, depending on experience.
