Job summary

Groundswell is seeking a seasoned Data Engineer to build secure, scalable data capabilities for a mission-focused platform serving federal agencies. You will design and operate ETL/ELT pipelines, onboard diverse data sources, ensure data quality and governance, and enable AI-enabled capabilities in controlled environments.

Qualifications

• Bachelor's degree in Computer Science or related technical field
• 5+ years of professional data engineering experience
• Strong SQL expertise and data modeling
• Proficiency in Python, Java, or R
• Experience with data-integration and workflow frameworks (Airflow, AWS Glue, Spark)
• Experience with Jupyter Notebook for data analysis
• Experience with cloud providers (AWS preferred)
• Experience implementing data-quality, monitoring, and governance
• Knowledge of data security, access controls, encryption, and governance
• Experience with APIs and structured data formats (JSON, XML, CSV, Parquet)
• Ability to document technical decisions and collaborate with teams
• U.S. citizenship and ability to obtain Public Trust clearance
• Preferred: LLM/ML preprocessing pipelines, segmented networks, or C3.ai experience

Responsibilities

• Design, develop, and operate batch and streaming ETL/ELT pipelines
• Onboard new data sources with schemas, interfaces, and ownership
• Build automated data-quality checks with monitoring and alerts
• Create data transformations supporting analytics and AI-enabled workflows
• Preserve data lineage, provenance, and audit trails
• Implement secure data practices and least-privilege access
• Develop data models, curated datasets, and service interfaces
• Automate deployments using IaC, CI/CD, and orchestration
• Optimize pipelines for scalability, performance, and cost
• Troubleshoot distributed data systems and communicate root causes
• Collaborate with engineers, data scientists, security, and stakeholders
• Produce runbooks, documentation, and data contracts
• Contribute to solution planning for secure data platforms and AI capabilities
