KMS Solutions, LLC is seeking a TRF-Bangor MILCON on-site representative to support the COLUMBIA Class program within Team Submarine. The role covers budget management, shipyard support, vendor coordination, and quality assurance.
You will interact with NAVFAC, EB, TRF and the General Contractor, review plans, attend design reviews, and travel for site inspections. A Bachelor’s degree and 10 years of related experience are required, plus DoD clearance eligibility.

The TRF-Bangor Military Constructin (MILCON) On-site representative position supports the COLUMBIA Class New Construction Program Office (PMS 397) within Team Submarine and Direct Reporting Portfolio Manager Submarines.
PMS 397 is responsible for the construction of the new COLUMBIA Class submarines, financial and budget management, shipyard support of submarines, vendor support of submarines, logistical support, quality assurance (SUBSAFE), and post-delivery submarine certifications and test programs.

This position operates in both a professional office environment and active construction site settings. The role routinely utilizes standard office equipment such as computers, phones, and photocopiers, and frequently requires walking, standing, and conducting inspections in outdoor or industrial areas for hours at a time. Site visits may involve exposure to varying weather conditions, noise, and typical hazards associated with large‑scale construction projects. Appropriate personal protective equipment (PPE) will be required during all on‑site activities. Travel to partner facilities for design reviews and coordination meetings may be necessary.

While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to stand, walk construction sites, use hands to finger, handle or feel, and reach with hands and arms.
This role requires the ability to climb stairs, navigate uneven surfaces, and conduct site inspections in outdoor or industrial environments. The employee must be able to lift and carry up to 20 pounds of equipment or materials as needed. Personal protective equipment (PPE) may be required during all on‑site activities.
This is a full‑time position. The typical workday is eight hours in length, and the employee must be available during core work hours as defined by the contract and on‑site requirements. Some flexibility in scheduling may be permitted with supervisor approval. Attendance at required meetings, site reviews, and coordination sessions is mandatory. The employee must account for the full number of hours in each pay period to maintain full‑time status, including occasional early or extended hours during periods of heightened program activity or emergent tasking.
