KMS Solutions, LLC is seeking a Senior Infrastructure Analyst at the Washington Navy Yard, DC, to lead shore infrastructure transitions supporting Columbia-class maintenance programs.

The role coordinates across NAVSEA, NAVFAC, CNIC, and TRFs, aligning budgets, schedules, and facilities readiness to ensure submarines remain mission capable. Requires 10+ years in defense infrastructure programs and a strong naval background.

Qualifications

  • Education: Bachelor’s or advanced degree in engineering, operations research, business administration, or related technical field.
  • Experience: 10+ years in engineering, science management, or defense infrastructure/acquisition programs.
  • Navy background: significant experience supporting submarine programs or naval installations.

Responsibilities

  • Lead for shore infrastructure, facility modification, and TRF readiness initiatives.
  • Draft, review, and manage transition agreements among PMS 397, PMS 396, NAVFAC, CNIC.
  • Coordinate TRF readiness with Bangor, Kings Bay, Public Shipyards, and NAVSEA components.
  • Review POM and MILCON planning to fund infrastructure needs.
  • Incorporate lessons learned from prior ship class changes to mitigate risks.
  • Liaise across NAVSEA NAVFAC CNIC TYCOMs and TRF leadership on timelines.

Position Summary

KMS Solutions, LLC is seeking a highly motivated, seasoned individual to serve as a Senior Infrastructure Analyst for Columbia Class Transition Infrastructure. In this role, you will support PMS 396O, leading all facility and infrastructure transition efforts required to ensure Trident Refit Facilities (TRFs) and shore installations are fully equipped and ready to support the post-delivery in-service maintenance, sustainment, and modernization of Columbia-class submarines.

This position bridges the gap between ship acquisition (PMS 397), in-service submarine support (PMS 396), Naval Facilities Engineering Systems Command (NAVFAC), and Commander, Navy Installations Command (CNIC). You will play a critical role in ensuring that physical plant assets, dry docks, specialized maintenance shops, laydown areas, and shore utilities are planned, funded, and executed to support the SSBN strategic deterrence mission.

  • Infrastructure Lead & Coordination: Serve as the lead for all shore infrastructure, facility modification, and TRF readiness initiatives supporting the transition from Ohio Class to Columbia Class SSBNs.
  • Transition Agreements & Facility Scope: Draft, review, and manage transition agreements dawning between PMS 397, PMS 396, NAVFAC, CNIC, and local TRFs. Ensure clear delineation of responsibilities, milestones, and funding streams for infrastructure modifications.
  • TRF Readiness & Site Integration: Collaborate directly with Trident Refit Facilities (TRF Bangor and TRF Kings Bay), Public Shipyards, and Naval Warfare Centers to audit, track, and verify that industrial equipment, dry docks, piers, and specialized facilities are ready to support Columbia-class maintenance.
  • POM & Funding Alignment: Review Program Objective Memorandum (POM) requirements to ensure adequate long-term budget planning, military construction (MILCON), and facility sustainment, restoration, and modernization (FRM) funding are established for out-year infrastructure needs.
  • Lessons Learned Integration: Evaluate historical infrastructure and facility transition data from prior ship class changes (e.g., Virginia class, Ohio class) to identify actionable lessons learned and mitigate facility-related risks.
  • Stakeholder Liaison: Act as the primary interface across NAVSEA Program Offices, NAVFAC, CNIC, Submarine Type Commanders (TYCOMs), Regional Commands, and TRF leadership regarding facility readiness and site infrastructure timelines.

Required Education and Experience

  • Education: Bachelor’s or Advanced Degree in Engineering, Operations Research, Business Administration, or a related technical field.
  • Experience: 10 or more years of experience in engineering, science management, operational facility planning, or major defense infrastructure/acquisition programs.
  • Navy Background: Significant background supporting U.S. Navy submarine programs, naval installations, or fleet support activities.

Preferred Education and Experience

  • NAVFAC / CNIC Experience: Direct experience working with Naval Facilities Engineering Systems Command (NAVFAC) or Commander, Navy Installations Command (CNIC) execution processes, MILCON programming, and shore installation management is highly desired.
  • TRF & SSBN Mission Knowledge: Deep familiarity with Trident Refit Facilities (TRFs), Pacific/Atlantic Fleet SSBN operations, dry dock operations, and strategic deterrence shore infrastructure.
  • Submarine Acquisition & Maintenance: Familiarity with submarine maintenance philosophies, depot-level upkeep requirements, and industrial laydown requirements.
  • Correspondence & Documentation: Proficiency in drafting technical documentation and formal executive correspondence in accordance with the Naval Correspondence Manual.
  • Client Interface & Leadership: Exceptional client facing skills with demonstrated capability to lead cross-functional government and contractor teams across multi-agency boundaries.
  • Analytical & Problem-Solving: Strong analytical abilities to translate ship technical specifications into concrete shore-side infrastructure and facility requirements.
  • Autonomy & Initiative: High level of personal initiative, self-direction, and reliability in driving long-term infrastructure milestones to completion.
  • Software Proficiency: Advanced skills in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams) and data tracking platforms.
  • Communication: Excellent verbal and written communication skills suitable for brief preparation to senior NAVSEA, NAVFAC, and Fleet leadership.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at mandatory meetings is required. Must be available during the core work hours as determined by the contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:

  • Telework may be allowed up to 20%.
  • Subject to change based on business needs and customer requirements.
  • Greater in-office presence will be required during the initial 6 months as the requirements of the role are being learned.

Travel:

  • Ability to travel CONUS; potential to travel OCONUS.
  • Travel up to 20% may be required.
