Job summary

KMS Solutions, LLC in Philadelphia, PA is seeking a Program Analyst II to support NSWCPD responsibilities for HM&E systems on Navy submarines. This full-time role involves programmatic and financial tasks, data management, and producing reports for program reviews.

Candidates should have a bachelor's degree in a business discipline and at least five years of relevant experience, including Navy programs, plus strong MS Office and graphics support skills; DoD clearance by hire is required.

Qualifications

  • Bachelor's degree in Business-related discipline from an accredited university.
  • Five (5) years of programmatic and financial support experience.
  • Three (3) years of experience providing high level graphics support, database creation using MS Access, Adobe Photoshop, Illustrator, and premier software; management, financial, and funding analysis, production of technical manuals and production books.
  • Three (3) years of the five years including experience with U.S. Navy programs, organizations, and functions.

Responsibilities

  • Provide programmatic assistance to C/241 including future calls for tasking, deliverables, and C/241 task planning upkeep and maintenance.
  • Distribute, track, retrieve and transfer digital documentation associated with submarine programs.
  • Digitally record documents including NAVSEA letters, white papers, memos, and deliverables for C/241.
  • Collect and submit technical responses & concurrences to C/241.
  • Track the development of NSWCPD technical and financial work products to update the applicable programs.
  • Create reports and presentations to facilitate programs reviews and relevant status updates.
  • Cost analysis, estimating expected costs for the project.
  • Prepare and implement a budget based on estimates.
  • Conduct risk assessments, report identified risks to management; provide recommendations for mitigation of risk.
  • Develop assessments associated with contractor team performance, including quality, cost control, schedule, management, and compliance to all contract requirement.

Position Summary / Objective:

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and Fleet support services for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This position supports NSWCPD Code 24 which is responsible for program management, engineering, technical, and logistics support for Hull, Mechanical, and Electrical (HM&E) systems on U.S. Navy Submarines.

Essential functions:

  • Contractor shall collect and submit technical responses & concurrences to C/241.
  • The contractor shall track the development of NSWCPD technical and financial work products to update the applicable programs.

  • Cost analysis, estimating expected costs for the project.
  • Prepare and implement a budget based on estimates.
  • Conduct risk assessments, report identified risks to management; provide recommendations for mitigation of risk (including termination of the project if appropriate).
  • Promptly address performance related questions, concerns, and/or complaints throughout the project.
  • Developing and providing assessments associated with contractor team performance, including quality, cost control, schedule, management, and compliance to all contract requirement.
  • Ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.

Required Education and Experience:

  • Bachelor's degree in Business-related discipline from an accredited university.
  • Five (5) years of programmatic and financial support experience.
  • Three (3) years of experience in providing high level graphics support, database creation using MS Access, Adobe Photoshop, Illustrator, and premier software; management, financial, and funding analysis, production of technical manuals and production books. Advanced experience using Microsoft Office including Access, Project, and Visio.
  • Three (3) years of the five years including experience with U.S. Navy programs, organizations, and functions.

Preferred Education and Experience

  • NAVSEA experience.
  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate when appropriate.
  • Thorough understanding of, or the ability to quickly learn about the project or product being developed.
  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.

Additional Eligibility Requirements

Work Authorization/Security Clearance Requirement

  • This position requires the ability to obtain and/or maintain a DoD Secret Security Clearance and required access to all worksite locations. Security clearances may only be granted to U.S. citizens.
  • Legally authorized to work in the United States at the time of hire and throughout employment.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:

  • Situational telework may be allowed for this position subject to customer requirements/expectations.

Travel:

  • Ability to travel CONUS; potential to travel OCONUS
  • Travel up to 10% may be required.
