Job summary

State of Maryland is seeking a leader to supervise the Eligibility Policy Unit for Non-MAGI Medicaid policy at the Maryland Department of Health. The role includes guiding policy, handling inquiries on behalf of MDH for Non-MAGI and MAGI cases, and coordinating with the Inspector General and Attorney General offices on complex issues.

The position requires extensive experience in policy development within medical assistance programs, strong written communication, and analytical skills.

Qualifications

• Eight years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.
• One year of this experience must have been in a medical assistance program.
• Bachelor's degree from an accredited college or university and four years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs can substitute for the required experience.
• Master's degree from an accredited college or university in a related field can substitute for the required experience.
• U.S. Armed Forces military service experience as a commissioned officer in Operational Analysis classifications or Health Services Management specialty codes in the health-related field of work can substitute for the required experience.

Responsibilities

• Supervise the Eligibility Policy Unit for Non-MAGI Medicaid policy.
• Respond to customer inquiries for MDH on non-MAGI and MAGI cases.
• Assign and track advanced casework activities (e.g., PEMEs), waivers, and overdue Human Services cases.
• Coordinate with the MDH Office of the Inspector General for fraud and overpayment cases.
• Liaise with the Office of the Attorney General for appeals and high-level customer complaints.
• Handle incoming general Medicaid inquiries and refer to the appropriate office.
