Job summary

State of Maryland is seeking an IT Programmer Analyst Lead for the MMIS Recipient Team within the MDH Office of Enterprise Technology (OET). The role combines hands-on application development with team leadership to support Medicaid recipient eligibility and enrollment functions.

The position focuses on designing, developing, and maintaining MMIS programming solutions, guiding programmer analysts, and ensuring system reliability while supporting modernization efforts.

Qualifications

• Six years of experience designing, developing, testing and maintaining applications using mainframe languages.
• Experience converting data from project specs into code in IBM mainframe environments.
• Public sector or MMIS experience is a plus.

Responsibilities

• Lead design, development, testing, implementation, and maintenance of MMIS-related programming solutions.
• Provide technical leadership, mentoring, and direction to programmer analysts.
• Analyze business requirements and translate into scalable data and application solutions.
• Create and maintain technical documentation and operation procedures.
• Troubleshoot production issues and provide on-call support to improve performance and reliability.
