Job summary

Myers and Stauffer LC in Kansas City, MO, seeks a Manager to join our Rate Setting and Federal Compliance engagement team. You will lead the design, modeling, and documentation of Medicaid payment arrangements for state agencies, including directed payments and upper payment limit demonstrations.

You will translate regulations into workable methodologies, mentor analysts, manage timelines, and present findings to state staff and CMS.

Qualifications

• Five or more years of experience in Medicaid or healthcare reimbursement, health policy, or government healthcare consulting.
• Experience on Medicaid financing, directed payments, or upper payment limit work.
• Understanding of non-federal share generation and related taxes, intergovernmental transfers, and certified public expenditures.

Responsibilities

• Lead the design, calculation, and documentation of Medicaid payment methodologies for hospitals, physicians, clinics, and other provider types.
• Develop and maintain upper payment limit demonstrations, including gap calculations across ownership categories and service settings.
• Support state directed payment development, including preprint preparation, evaluation plans, and CMS responses.
• Model supplemental and directed payment arrangements with financing sources, including health care taxes and intergovernmental transfers.
• Explain results to state staff and defend methodologies to CMS and stakeholders.
• Mentor analysts and ensure high-quality documentation and workflows.
