Job summary

The Texas Health and Human Services Commission seeks an IT Business Analyst II to join the Encounters and File Support team. This role focuses on Medicaid encounters data, MES functionality, and vendor coordination to improve IT solutions for Medicaid business needs.

The successful candidate will analyze operational issues, document requirements, and ensure compliance with contract terms while supporting readiness reviews and cross-team collaboration in a telework-friendly environment.

Qualifications

• Bachelor’s degree combined with 3+ years of progressive technical leadership, project management, or related experience.
• Experience in systems or business analysis and in health-related programs is preferred.
• Strong Excel and MS Office capabilities are required.
• Ability to gather and analyze information from diverse sources to identify trends and findings.
• Proven ability to work as part of a team and communicate with both technical and non-technical stakeholders.

Responsibilities

• Monitor and manage data issues related to Medicaid encounters; prepare briefings and status updates.
• Represent Encounters unit and coordinate with MCOs, TMHP, IT, and vendors; document user requirements for automation.
• Handle file support and coordination of MES functionality; prepare diagrams and flow charts.
• Provide subject matter and technical assistance for readiness reviews and ensure contract compliance.
• Communicate issues to supervisor and support administrative functions as needed.
