Job summary

Markent Personnel, Inc. is seeking a Medicaid Eligibility Product Owner for a boutique consulting firm serving public-sector and commercial clients across the Gulf South.

You will turn eligibility policy into a clear, prioritized backlog to ensure accurate, timely decisions for the state and its members. You will partner with state agency leaders, policy experts, and technology teams to simplify complex rules, manage a backlog, and deliver iterative improvements in an Agile environment.

Qualifications

• 5+ years as Product Owner, product manager, or business lead on government or healthcare systems.
• 3+ years with Medicaid eligibility, enrollment, or integrated eligibility systems.
• Working knowledge of Medicaid eligibility rules, MAGI and non-MAGI, verifications, renewals.
• Experience writing user stories and acceptance criteria and backlog management in Jira, Azure DevOps, or similar.
• Experience working in Agile or Scrum teams.
• Clear, plain-spoken communication with technical teams and agency executives alike.
• Bachelor's degree or equivalent experience.

Responsibilities

• Own and prioritize the product backlog for Medicaid eligibility and enrollment system.
• Translate eligibility policy into epics, user stories, and acceptance criteria.
• Lead impact analysis for new federal and state requirements (e.g., MAGI rules, renewals).
• Partner with state policy and program staff to clarify rules and document decisions.
• Work with Scrum Masters, developers, testers, and business analysts through planning and refinement.
• Accept completed work against acceptance criteria and support user acceptance testing.
• Coordinate dependencies with adjacent systems (SNAP, MMIS, managed care).
• Track outcomes like processing timeliness, auto-renewal rates, and error rates to guide priorities.
• Communicate progress, trade-offs, and risks to agency leadership and stakeholders.
