Qualifications

• 5+ years of project management experience with large, multi-stakeholder tech or policy implementations.
• 3+ years of Medicaid eligibility, enrollment, or public assistance experience.
• Experience with state agencies, vendors, and federal requirements.
• Strong planning, RAID management, and reporting using MS Project/Smartsheet/Jira or similar tools.
• Experience with Agile, waterfall, and hybrid delivery approaches.
• Clear, calm communication with executives, policy experts, and technical teams.
• Bachelor's degree or equivalent experience.

Responsibilities

• Plan and manage Medicaid eligibility and enrollment projects, including system changes and policy implementations.
• Build and maintain integrated project plans across state agency, vendor, and delivery teams.
• Manage risks, assumptions, issues, dependencies, and decisions via RAID logs.
• Lead implementation of new federal and state requirements within deadlines.
• Coordinate with eligibility system vendors, managed care organizations, and adjacent programs.
• Facilitate status meetings, steering committees, and record decisions and actions.
• Prepare status reports and executive briefings on progress, risks, and decisions needed.
• Manage scope, change requests, and budget against contracts and funding requirements.
• Support testing, readiness, training, and go-live planning for eligibility staff and members.
