Job summary

Our client is a boutique firm seeking a Medicaid Eligibility Project Manager to drive complex eligibility work from plan to go-live. You will bring structure to policy changes, align state leaders, vendors, and delivery teams, and surface risks early to ensure members keep the coverage they qualify for.

You will plan and manage projects across agencies and vendors, lead cross-functional sessions, and report progress and decisions to executives.

Qualifications

• 5+ years of project management experience on large, multi-stakeholder tech or policy implementations.
• 3+ years in Medicaid eligibility, enrollment, or public assistance programs.
• Experience with state agencies, vendors, and federal requirements.
• Strong planning, RAID management, and reporting using MS Project/Smartsheet/Jira.
• Experience with Agile, waterfall, and hybrid delivery approaches.
• Clear, calm communication with executives, policy experts, and technical teams.
• Bachelor's degree or equivalent experience.

Responsibilities

• Plan and manage Medicaid eligibility and enrollment projects, including system changes, policy implementations, and operational improvements.
• Build and maintain integrated project plans, schedules, and milestones across state agency, vendor, and delivery teams.
• Manage risks, assumptions, issues, dependencies, and decisions through a RAID log, escalating early and clearly.
• Lead implementation of new federal and state requirements, including H.R. 1 provisions and more frequent renewals, within deadlines.
• Coordinate with eligibility system vendors, managed care organizations, and programs like SNAP and MMIS.
• Facilitate status meetings, steering committees, and working sessions, documenting decisions and actions.
• Prepare clear status reports and executive briefings on progress, risks, and decisions needed.
• Manage scope, change requests, and budget against contract and funding requirements, including federal documentation.
• Support testing, readiness, training, and go-live planning for eligibility staff and members.
