Job summary

Howard County Public School System is seeking an MBE Compliance/Contract Specialist to support its Minority, Women, and Small Business Enterprise programs and related contracts. Under the Director of Procurement, you will review solicitations, determine certification eligibility, and prepare AIA and school-related contracts for review and processing.

Qualifications

Bachelor’s degree from an accredited college; substitution of experience allowed on a year-for-year basis (up to four years).
Three years of contracting experience, including at least two years in public procurement.
Preferred: CPPB or NIGP-CPP certification.

Responsibilities

Review pending contract solicitations for MBE/WBE/SBE participation and set appropriate goals.
Review bid submissions for required documentation and follow up as needed.
Review and process MBE/WBE/SBE certification eligibility and vendor compliance.
Determine supplier compliance with federal and state guidelines.
Prepare AIA and school-related contracts for review and processing.
Track AIA and school contracts in review and signature phases.
Track participation and identify deficiencies with corrective actions.
Collaborate with departments to develop contracts meeting specific requirements.
