Job summary

Howard County Public School System is seeking a MBE Compliance/Contract Specialist to assist with the implementation of the MBE/WBE/SBE program and prepare school contracts. Responsibilities include reviewing solicitations and bid submissions to ensure documentation and compliance.

The ideal candidate will have a bachelor’s degree and at least three years in contracting, including public procurement, with preferred credentials in CPPB or NIGP-CPP.

Qualifications

Bachelor's degree from an accredited college or university.
Three years of contracting experience, including at least two years in public procurement.
Preferred: degree in business, finance, public administration, or related field.
Experience in a PreK-12 public education or government setting.
Experience with Workday, eMaryland Marketplace Advantage, or procurement software.
Experience with COMAR Title 21 and Maryland procurement laws.

Responsibilities

Reviews pending contract solicitations for MBE/WBE/SBE contracting opportunities and determines appropriate participation goals.
Reviews bid submissions to ensure all required documentation is included and follows up if necessary.
Prepares and processes contracts, reports, and correspondence as required.
