ABOUT THIS POSITION

The Street Transportation Department, Design and Construction Management Division, is seeking a Materials Supervisor to manage and lead materials quality control and quality assurance efforts in both laboratory and field settings as related to buildings, foundations, utilities, roadways, and airfield pavements. This position plays a vital role in ensuring compliance with industry standards, planning and overseeing materials testing and inspection, and managing quality assurance for construction projects within City of Phoenix Right-of-Way and within City of Phoenix Aviation Facilities.
- Plan and supervise materials testing and inspection for asphalt, concrete, and soil, and other specialized construction materials.
- Review technical reports and submittals for compliance and approval.
- Ensure compliance with City, Arizona Department of Transportation (ADOT), Maricopa Association of Governments (MAG), and Federal Aviation Administration (FAA) quality standards.
- Train technicians and inspectors in proper materials testing protocols.
- Calibrate, maintain, and operate laboratory and field-testing equipment.
- Ensure suppliers meet City and MAG specifications for construction materials.
- Oversee plant inspections for asphalt, concrete, and pipe manufacturing, and other pre-cast products.
- Manage on-call contract technicians and laboratories to maintain testing completeness and accuracy.
- Coordinate with Engineers and Contractors to review material testing, sampling and testing, and providing test reports.
- Maintain required certification with Arizona Technical Testing Institute (ATTI) and American Concrete Institute (ACI).
- Oversee all activities concerned with the application and maintenance of quality standards for processing materials used on City contract and permit projects for other City department.
IDEAL CANDIDATE
- Proficiency in Oracle Primavera Unifier, Adobe and Microsoft Office products such as Outlook, Word, Excel, PowerPoint.
- Knowledge of/in:
- Supervisory techniques.
- Civil Engineering terminology.
- Field safety practices and protocols.
- Technical materials certification process.
- COP, MAG and FAA specifications and Federal requirements.
- Inspection of buildings, foundations, utilities and roadways.
- Qualifying field and laboratory technicians to work within City of Phoenix Right-of-Way and Aviation protocols.
- Quality control and quality assurance testing on asphalt and concrete and soils, in different areas of civil engineering.
- Materials testing phases including determination of characteristics, strengths and weaknesses of materials, in order to approve all materials used in public works construction from the submittal phase through the design and construction phase.
- Ability to:
- Prepare comprehensive analytical reports.
- Review various types of technical reports and plans.
- Certify all suppliers' operations according to MAG Standards.
- Apply OSHA standards, when necessary, in both the field and laboratory.
- Work cooperatively and safely without presenting a direct threat to self or others.
- Analyze, compute and upload quality acceptance data to project software systems.
- Perform daily work safely, aware of dangers associated with any construction project.
- Communicate effectively and professionally with engineers, public officials, and the general public.
- Qualify field and laboratory technicians to work within City of Phoenix Right-of-Way and Aviation protocols.
- Maintain ACI and ATTI certification in construction materials testing.
- Demonstrate the full range of quality control tests on asphalt, concrete, soils and other construction materials in the field and/or laboratory.
- Employ the practical applications of fractions, percentages, ratios and proportions, mensuration, practical algebra, geometric construction and essentials of trigonometry.
SALARY
Hiring Range: $66,185 to $93,121 annually.

MINIMUM QUALIFICATIONS
- Six years of experience in materials quality control engineering work
- Including one year of experience at a chief materials technician level or a chief materials plant inspector level.
- Other combinations of experience and education which meet the minimum requirements may be substituted.

Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Working conditions:
- Moving objects weighing up to 50 pounds may be required.
- Working irregular hours, second and/or third shifts, weekends, holidays, and evenings may be required.
- Requires walking for prolonged periods which may include walking over rough, uneven, or rocky surfaces.
- Involves working with chemicals as well as working outside in a variety of environmental extremes such as heat, cold, rain, air pollution, and dust.
PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- One year of supervisory experience.
- Advanced proficiency using Microsoft Office products.
- Current certification with Arizona Technical Testing Institute (ATTI) and American Concrete Institute (ACI). Additional certifications will be beneficial.
Experience with/in:
- Materials testing, quality control and quality assurance of aviation construction projects.
- Laboratory management software.
- Municipal experience and experience working with the public, council, and management.
- Working with federally funded projects.
- Specifications and Plans Review for Civil Engineering projects.
- Ability to analyze, compute and upload quality acceptance data to project software systems.
- AASHTO re:source, and Cement Concrete Reference Laboratory (CCRL), and the Arizona Department of Transportation (ADOT) certification processes.
