Job summary

The City of New York's Department of Transportation seeks a Manager-Transit Data and Policy to join the Transit Development unit within TPM. You will lead data-driven analysis to prioritize study work, and act as the lead in transit policy discussions and planning studies conducted by TPM and others.

You will develop and advance internal transit planning studies that support agency goals and provide recommendations for projects, including policy related to DOT’s Transit Signal Priority program

Transit Development (TD), a unit of the Department of Transportation’s (DOT) within the Division of Transportation Planning and Management (TPM), is responsible for developing public transit-supportive street infrastructure and policies to improve mobility for all New Yorkers. The unit manages the bus-related components of the NYC Streets Plan, and the Next Stop: Fast Buses, Better Service plan, as well as other transit -related programs studies, and develops location-specific projects to help the quality and safety of bus operations, and improves transit stops and pedestrian access to them. TD also serves as a resource to the agency on public transit related matters, including acting as one of the key points of contact with the Metropolitan Transportation Authority (MTA).

TPM seeks a candidate to serve as Manager- Transit Data and Policy within the Planning and Policy team of TD. The candidate will support TD by using data to analyze and prioritize the unit’s work. They will serve as the lead in representing TPM in transit-related policy discussions, and for transit planning studies and plans led by others, e.g., MTA’s Borough Network Redesign Plans. The candidate will also develop, advance, and execute internal transit planning studies that support agency goals and develop specific recommendations for projects. The candidate will furthermore be responsible for planning, analysis, and policy as it relates to DOT’s Transit Signal Priority (TSP) program, working closely with DOT Traffic Operations, which implements the program. The candidate will report to the Director of Transit Planning and Policy and manage one or more staff members.

Transportation Planning & Management is responsible for the safe, efficient and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

Minimum Qualifications

1. A master’s degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or a related field; or
2. A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and development of housing, transportation, environmental, and city-owned land planning projects; or
3. A satisfactory combination of education and/or experience that is equivalent to "1" above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience. However, all candidates must have a baccalaureate degree.
4. To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Preferred Skills

The candidate should have excellent writing and communication skills, and the ability to effectively engage with stakeholders of all types. Proficiency with GIS and Python or R, and experience with Microsoft Office is required, and database and data visualization tools such as Access and Power BI are desirable.
