Job description

The Office of Sponsored Programs Administration (SPA) at the University of Maryland, Baltimore is seeking a Manager, Sponsored Data and Information Systems. This new position will serve as a critical operational bridge between SPA, researchers, sponsors, and the systems that support sponsored projects across campus. The manager will oversee the accurate and efficient processing of sponsored awards, grants, and contracts. They will be responsible for maintaining data integrity across these systems, supporting business process improvements, and ensuring that critical research administration data are captured accurately for institutional reporting, compliance, and decision-making.

Primary Duties
  • Provide strategic alignment with unit and campus wide goals/objectives. Develops metrics and associated quality assurance monitoring to evaluate ongoing functional programs and controls that inform strategic direction and leadership to professional staff in the area of sponsored programs.
  • Develop and strengthen relationships with other central offices (e.g., Sponsored Projects Accounting and Compliance, Accountability and Compliance, Administration and Finance) as well as School Dean's Offices.
  • Provide front-line support for Kuali Build applications, serving as a key resource for troubleshooting, user assistance, and system support. This role involves responding to staff inquiries, diagnosing and resolving technical and functional issues, assisting users with application navigation and workflows, and escalating complex problems as needed.
  • Monitor and supervise assigned team members; assists in recruiting and interviewing new staff; provides compliance oversight and guidance for team members. Work with Associate Vice President or Executive Director, Sponsored Programs Administration to prepare annual evaluations (PDPs) of his/her team members. As a supervisor, reviews and approves time sheets for sponsored programs administration staff.
  • Grants: Independently troubleshoots and assesses risks for System-to-System applications and other sponsor system submissions; provides support for SPA, UMB faculty and staff in proposal creation, routing and submission to sponsors using Kuali Research. Also supports system configuration, testing, and maintenance activities, collaborate with internal teams and vendors to implement updates and improvements, and help develop documentation and training materials to enhance user understanding and effective system use for both Kuali Research, Kuali Build and other systems.
  • Review Audit Dashboards in Quantum Analytics to identify errors in Kuali data entry and work with other SPA staff to correct errors. Produce monthly reports as necessary to provide data to the Associate Vice President.
  • Develop internal training for sponsored program administration teams and external training for campus research administration personnel; identify learning gaps in staff and create action plans to close these gaps.
  • Develop standard operating procedures (SOP), informational handouts and training materials on electronic Research Administration (eRA) systems which will be disseminated to SPA and campus stakeholders as needed. Maintain internal and external communications and processes via SPA’s website and Microsoft Teams site.
  • Advise campus community regarding new eRA systems and compliance with new federal eRA initiatives. Monitor federal eRA list servs, newsletters, websites and conferences to stay current in the latest information from agencies and then disseminate that information via SPA's website, emails, list serv, etc. Respond to User role requests; participate in user access (entitlement) reviews.
  • This position will supervise the Sponsored Programs Administration Award Administrator, overseeing award data entry into Kuali Research, ensuring data integrity, and accurate reporting.
  • Serve as primary liaison with funding agencies.
  • Perform other related duties as assigned.
Minimum Qualifications
Education

Bachelor's degree in business, public administration, or in a discipline appropriate to position is required.

Experience

Five (5) years of directly related administrative experience in the area of research administration or sponsored programs.

Supervisory Experience

Two (2) years of experience in training, work coordination, and monitoring work of others or direct supervision.

Certification/Licensure

Certified Research Administrator (CRA) certification preferred.

Other

Financial disclosure reporting required by State of Maryland Ethics Committee.

Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.

HIRING RANGE

$94,000 - $99,000 per year / Commensurate with education and experience
