Job summary

Job description

WORK OBJECTIVE:

Under the direct supervision of the Manager, Safety & Security, this position is responsible for assisting in the day-to-day safety operations of the Health, Safety & Environmental Quality Department and ensuring compliance with all regulatory aspects of Safety Management Systems (SMS). This position confidentially supports the Director, HSEQ and Manager, Safety & Security in the planning, organizing, and coordinating of the Authority’s Safety Management Systems (SMS) programs and functions.

ESSENTIAL FUNCTIONS:

• Develops and maintains safety related database(s) that tracks accident/injury trends, open hazards, audit findings, near misses, leading indicators, and provides performance metrics for the Authority in accordance with SMS standards.
• When tasked, assist with various safety training and training program development throughout the Authority. Works closely with the Safety Quality Assurance Coordinator in performing data analytics and other strategies that optimize statistical efficiency and quality including development of safety metrics, database CI initiatives, identifying, and interpreting data trends.
• Serves as a backup for the Manager, Safety & Security on the Accident Review Committee.
• Oversee and conducts internal safety and security audits for compliance with the NFTA Agency Safety Plan, SMS Manuals and other SMS requirements.
• Assists with developing and tracking open items and corrective actions to closure.
• Works directly and confidentially with the Director, HSEQ and Manager, Safety & Security on security and safety issues as they arise out of labor/management discussions and disputes.
• Assists with the administration and development of Corrective Action Plans, as assigned by the Director and/or Manager, Safety & Security.
• Coordinates various safety projects, SMS communication plans and initiatives with the Quality Assurance Coordinator at the direction of the Director, HSEQ or Manager, Safety & Security.
• Assists with Hazard ID & Risk Assessments throughout the Authority.
• Provides confidential support to the Workers’ Compensation, Claims and Legal departments in defending work-related injury or illness claims.
• Reviews and documents confidential medical, injury, and accident information/data related to employees, contractors and third parties.
• Develops and recommends safety/loss prevention management policies, procedures, and standards.
• Responsible for assisting with the administration of SMS Change Management/Configuration Management as outlined within the Agency Safety Plan and SMS requirements.
• Performs additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES:

Knowledge and ability to understand and interpret 29 CFR 1910 and 1926 (Occupational Health & Safety Administration) regulations. Familiarity with New York State Public Employees Safety & Health (PESH) regulations. Knowledge of federal, state, and local laws, codes or regulations related to occupational health, system safety and security. Knowledge of safety technical terminology. Knowledge of industrial, occupational, and operational safety principles and techniques. Demonstrate experience in change/configuration management. Strong ability to collect, analyze, and interpret data. Ability to use data management applications, e.g., Microsoft Excel, Quikbase, EAM/ERP software or related software databases. Strong technical writing skills and communications skills both orally and written. Ability to research, evaluate and recommend policies and programs to comply with state laws and regulations, including SMS. Ability to understand, interpret, apply, and explain laws, codes, regulations, policies, and procedures related to the safety programs. Ability to conduct studies, analyze data, evaluate alternatives, and develop recommendations to resolve problems or issues. Ability to interpret data and advise management and employees on security and safety related issues and regulations. Ability to establish and maintain effective working relationships with department employees, officials, vendors, and the public. Ability to exercise tact and deal effectively with officials and employees, other jurisdictions, and the public. After hire the incumbent will be expected to complete the training requirements for the Public Transportation Safety Certification Training Program (PTSCTP) as well as New York State Department of Transportation Required Bus Accident Investigation Course.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, climbing (fixed ladders), carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:

Work is performed in usual office conditions and in the field. In the field, the incumbent may be exposed to extreme weather or accident scenes involving fire, chemical spills, and other potentially hazardous conditions. The position requires the incumbent to occasionally be available to respond to calls and accident/incidents 24 hours per day, 7 days per week as a back-up for the Manager, Safety & Security.

MINIMUM QUALIFICATIONS:

Bachelor's or Associates degree in Safety, Science, Engineering, or equivalent experience in a closely related field and three to five (3 to 5) years of experience in occupational or operational safety field. Professional certifications such as ASP, CSP, CCMP, TSSP, CHST, or OHST strongly desired.
