Job summary

Regional Transportation District (RTD) in Denver seeks a Real Property Manager to lead the Real Property team, overseeing right-of-way acquisition, property management, leasing, and related budgets.

You will support federally mandated processes, environmental reviews, and coordinate with public agencies to secure agreements, permits, and licenses essential for RTD projects.

Qualifications

  • Bachelor's degree in Real Estate Management, Public Administration, Urban Planning, or Business required, or equivalent.
  • Real estate broker license, appraisal certification, and/or right-of-way certification.
  • Five (5) years of progressive experience in public real estate, property acquisition, right-of-way management, or transit development.
  • Knowledge of federal property acquisition regulations and relocation procedures (Uniform Relocation Assistance and Real Property Acquisition Policies Act).
  • Experience with lease components, title commitments, and real estate closing procedures.
  • Experience with direct property appraisals, negotiations, right-of-way acquisitions, and/or commercial property management.

Responsibilities

  • Real Property Management: oversee planning and implementation of Federally mandated Right of Way Management Plans (RAMP) for RTD acquisition projects.
  • Lead involvement in Environmental Impact Statement (EIS) studies as RTD teams evaluate corridor alignments and major facility locations.
  • Oversee relocation projects, preserve grant eligibility, and analyze appraisals and risks related to acquisitions and relocations.
  • Draft, maintain, and control legal documents for land acquisition, property leasing, licenses, permits, rights of entry, and joint development agreements.
  • Collaborate with public agencies, state/local governments, and private entities to obtain necessary agreements and permits.
  • Prepare the annual budget and Transportation Development Plan (TDP) for Real Property projects; manage right of way budgets for capital projects.
  • People Power Management: staff recruitment, performance reviews, coaching, and adherence to Employee Guidelines to meet program goals.

This position leads RTD's Real Property team and manages real property functions in support of asset management, real estate strategy, and capital improvement projects. This position oversees right-of-way acquisition/disposition, property management, leasing, relocation programs, and real estate transactions, including work related to federally funded projects and environmental review. The Manager oversees property acquisition and disposition, manages property-related budgets, consultant activities, negotiates real estate transactions, oversees related legal documentation, and ensures compliance with applicable federal and state laws, regulations, funding requirements, and RTD policies.


ESSENTIAL:


  • Real Property Management

  • Manages the planning, development, and implementation of federally mandated Right of Way Management Plans (RAMP) for RTD acquisition projects.

  • Manages the Real Property section role in multiple Environmental Impact Statement (EIS) studies as a member of RTD teams conducting studies for corridor alignments and major facility locations.

  • Manages multiple confidential displacement relocation projects, ensures the projects preserve grant eligibility, and manages confidential analysis of appraisals and risks associated with acquisition and relocation activities to ensure overall project budget and schedule integrity.

  • Manages and participates in the drafting and preparation, maintenance, and control of the legal documents required for land acquisition, property leasing, licenses, permits, rights of entry, and joint development agreements.

  • Works directly with public agencies, state and local governments, and private entities to obtain necessary agreements and permits to consummate property transactions.

  • Prepares the annual budget and Transportation Development Plan (TDP) for Real Property projects.

  • Prepares right of way budget for capital projects.


People Power Management


  • Maintains appropriate staffing levels and reviews progress to ensure the quality and quantity of work meet standards and deadlines for deliverables to meet program goals and objectives.

  • Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures.

  • Conducts performance reviews and holds employees accountable for optimal performance of their responsibilities.

  • Fosters a safety-first culture, prioritizing prevention, accountability, and continuous improvement.

QUALIFICATIONS:


  • Required Qualification :

  • Bachelor's degree in Real Estate Management, Public Administration, Urban Planning, or Business required, or an equivalent combination of education and relevant work experience.

  • Real estate broker license, appraisal certification, and/or right-of-way certification.

  • Five (5) years of progressive experience in public real estate, property acquisition, right-of-way management, or transit development, including experience in the following areas:

  • Federal property acquisition regulations and relocation procedures found in the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended.

  • Lease agreement components and contractual provisions, title commitments and policies, real estate closing procedures and real estate documents.
